Description

To address the varied range of risks within our asset base, the Client is looking to appoint a Strategic Solutions Identification Partner (the “Consultant”) to complement our in-house Engineering function and Construction Partners in the delivery of the AMP8 capital plan. Affordability and best value is a key issue for our customers in the North West meaning that the Client needs to lower the overall cost of risk resolution. This will be achieved through activities like programme optimisation, root cause analysis, needs challenge and TOTEX optioneering. The Consultant will give essential support to create current and future investment plans by exploring and developing new ways to optimise our existing asset base along with looking to deliver more innovative new assets. Innovation is a key driving force, allowing the Client to deliver key objectives while reducing the overall whole life costs and therefore providing the best value for our customers. Lot 1: Lot 1 - Strategic Solution Identification Partner for Non-Infrastructure and Other Major Capital Works The Consultant will work with the Client to develop a high-level delivery plan, optimise the programme, recommend solutions, work with construction partners to ensure constructability and identify and support in the management of risk and opportunities. The Consultant will be expected to work alongside UU to do an initial high-level assessment of the overall portfolio of the capital delivery requirements and agree the allocation of Requirements between each lot. The Consultant will support the Client in determining which runways is appropriate to the Requirement, “concept level” solution identification and related initial value engineering to inform that decision, as well as providing an integrated function to support project and solution definition, programme and project optimisation and easing interfaces through the project lifecycle. There may be occasion when a Consultant is required to undertake work from outside of their awarded lot due to technical capability, expertise, workload or timescales. Lot 2: Lot 2 – Strategic Solution Identification Partner for Better Rivers The Consultant will work with the Client to develop a high-level delivery plan, optimise the programme, recommend solutions, work with construction partners to ensure constructability and identify and support in the management of risk and opportunities. The Consultant will be expected to work alongside UU to do an initial high-level assessment of the overall portfolio of the capital delivery requirements and agree the allocation of Requirements between each lot.
