North of England Commissioning Support (NECS) is working for and on behalf of NHS Cheshire and Merseyside - Wirral Place (the Relevant Authority) to carry out market landscaping for the following project; Townfield Health Centre APMS Contract The Relevant Authority is issuing this Prior Information Notice (PIN) as an Expression of Interest (EOI) to engage with the market and to gain a better understanding of both the capacity and appetite of the market in delivering the proposed service. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award. If your organisation wishes to Express an Interest in delivering the services, please carefully consider the project information below alongside the draft service specification, and express an interest on the Atamis Portal (https://health-family.force.com/s/Welcome) on Project; NHSE917 - Townfield Health Centre AMPS expressions of Interest - Contract reference C288627 The service specification can be viewed via the documentation tab on the Atamis Portal on Project 'Townfield Health Centre APMS'. Lot 1: Specific requirements of the service/provider: • To deliver high quality, patient centred primary medical services, via an Alternative Provider of Medical Services (APMS) contract to the *'indicative' patient population of Townfield Health Centre located in Birkenhead, Wirral. • Delivery of essential, enhanced primary medical services (as per the draft specification) and local incentive schemes. This includes the provision of the Special Allocation Scheme (previously violent patient scheme). • Delivery of safe and effective care within a learning environment. • Work collaboratively with system partners, Primary Care Network and in partnership with NHS Cheshire and Merseyside Integrated Commissioning Board (ICB) • Must be CQC registered. * it is worth noting that there is no formal registered list size for the practice currently due to a merged clinical system being in operation. Therefore, the indicative registered list size is 4,100 as at May 2024. Specific contract details; • The proposed contract term will be 10 years, consisting of break clauses at year 4 with two periods of 3 year extensions (4+3+3) over the duration of the contract. This provides protection for both parties in regards to satisfactory and viable contract delivery. • Anticipated contract start date - 1 April 2025 • Indicative list size of 4,100 (please see point note above marked *). • Practice location - Townfield Health Centre, Townfield Close, Birkenhead, Wirral, CH43 9JW. It should also be noted that this PIN/EOI invites individuals and organisations to express an interest in this EOI exercise only. It is NOT a pre-qualification questionnaire and is NOT part of any pre-qualification or selection process. This PIN/EOI is intended as an awareness, communication and information gathering exercise. An EOI is no indication of a commitment to participate, nor does it infer any preferential or special status on those individuals and organisations who express an interest. It is important to note that this PIN/EOI is not a call for competition, and as such, you will need to express your interest in any future opportunity when the contract notice is published in Find a Tender. NECS is utilising an electronic tendering tool to manage this EOI exercise and communicate with potential providers. The Transfer of Undertakings (Protection of Employment) Regulations 2006 (as amended) may apply to a future opportunity including the New Fair Deal non-statutory policy setting out how pensions issues are to be dealt with when staff are compulsorily transferred from the public sector to independent providers delivering public services. The EOI and draft service specification will be accessible from 12 July 2024 and expressions of interest must be submitted by 5pm on 31 July. Following review of returned expressions of interest, should the commissioner wish to seek further clarification to any part of the responses, further market landscaping may be carried out. Providers will be made aware of these arrangements via the Atamis system.
