NHS Midlands and Lancashire Commissioning Support Unit (MLCSU) is working on behalf of NHS Cheshire and Merseyside Integrated Care Board (ICB). They are looking to identify a provider to develop a comprehensive partnership to support the learning disability and autism workforce. The service delivered will be expected to employ relevant staff who can coordinate and administer support. The staff will need to help deliver the Transforming Care Programme (TCP) in line with local health and social care commissioners (who have subscribed to this service). The ICB is seeking Expressions of Interest (EOIs) for the following Services: Lot 1 - Transforming Care, Education & Treatment Review (CETR) Support A service which supports the Transforming Care, Education & Treatment Review (CETR) Process. The service will deliver on co production, support the CETR process & self-advocacy in relation to the Transforming Care agenda & provide the necessary governance & assurance that a high quality service is being delivered. Lot 2 - Training & Development to Support Transforming Care The training team will provide training & development to health & social care staff when requested & in line with the Transforming Care agenda & value of subscriptions. Training will be provided from a pre prepared schedule of work from new developments funded by subscribers. The provider will employ relevant staff to coordinate and administer the programme. The ICB would like to invite providers to express an interest in the services, by registering & completing a brief questionnaire on the Atamis e-sourcing portal. The deadline for EOIs is Wednesday 1st November 2023 16:00pm. The ICB would welcome the opportunity for potential providers to complete the EOI, so they are able to ascertain the current provider market. This information will inform & assist them in forming their commissioning intentions for both services with the potential to proceed to a formal procurement process. The ICB is only seeking EOIs from Providers who are genuinely capable & attracted to this potential opportunity. Only express an interest if you have the relevant authority to do so. If only one EOI is received, this may inform the lead commissioner that a procurement is not required & no further call for competition will be made. The lead commissioner may take the decision to directly award a contract (following due diligence) to a suitably qualified and competent provider based on the service specification detailed in this call for EOI. If a procurement tender process is conducted, full details of how to access the tender will be advertised in line with national requirements at that time & also be provided to any provider who has responded to this call for EOIs. Following a procurement process, any appointed provider would be contracted to deliver the service using the NHS Standard Contract 2023/24 & the contractual requirements would be provided as part of the tender process. As the ICB is a relevant body for the purpose of the National Health Service(Procurement, Patient Choice and Competition)(No 2) Regulations 2013 these Regulations also apply to this procurement. Right to Cancel: The Contracting Authority reserves the right to discontinue the process at any time. The Contracting Authority shall not be liable for any costs or expenses incurred by any candidate or tenderer in connection with the completion and return of the information requested in this Contract Notice, or in the completion or submission of any tender, irrespective of the outcome of the competition or if the competition is cancelled or postponed. All dates, time periods and values specified in this notice are provisional and the Contracting Authority reserves the right to change these. Transparency: The Contracting Authority is subject to the Freedom of Information Act 2000 (FOIA) and the Environmental Information Regulations2004 (EIR) and may be required to disclose information received in the course of this process under FOIA or the EIR. In addition, and in accordance with the UK Government's policies on transparency, the contracting authority intends to publish any procurement documentation and the text of any resulting contractual arrangements, subject to possible redactions at the discretion of the Contracting Authority. Any redactions, whether in relation to information requests under FOIA, the EIR or policies on transparency will be in accordance with those grounds prescribed under the Freedom of Information Act. If this requirement is offered to tender, this will be done via electronic means using the internet. Any other public-sector body detailed within this notice, wishing to access the contract may do so only with permission from the contracting NHS body. Further details will be made available via documentation and information released during the EOI process.
