Description
The main areas of activity may comprise of individual construction related projects or programmes including new build work, extensions, improvements, renovations, reinstatement, repairs, mechanical, electrical, services and infrastructure works and may also include design and other services as required to develop and construct the works. The framework will consist of two lots as follows: • Lot 1: The delivery of works generally from GBP 250 000- GBP 5 m; • Lot 2: The delivery of works generally from GBP 5 m, with no upper threshold. The contracting authorities wish to establish this framework for all types of construction and building services work as part of the overall Constructing West Midlands (CWM) offer. Lot 1 will comprise of the delivery of works generally from GBP 250 000 to GBP 5 000 000. This may include projects in the following sectors but not limited to: education including schools, colleges and universities, housing (including low, medium and high-rise), health and social care, sports, leisure and recreation, museums, art galleries, libraries, police, fire and ambulance facilities, transport, infrastructure and public realm, recycling and waste centres, industrial, office, administrative and commercial buildings. Construction companies selected to join the framework will be expected to be highly competent in terms of working collaboratively, working very closely and openly with the client organisations, in-house and external design consultants and other partners and providing clear project support throughout the ‘pre construction period’. Performance will be monitored using a comprehensive set of performance indicators. CWM endeavours to adopt industry best practice principles wherever possible including the Government Construction Strategy the Industrial Strategy for Construction (Construction 2025) and promotes the new models of construction procurement, in particular use of two stage open book. CWM will comply with all of the mandatory attributes in the National Association of Construction Frameworks (NACF) Regional Framework Accreditation Attributes in order to continue to be a member of the NACF. In addition it will strive to fulfil the NACF Objectives: • the NACF will share best practise with members, framework users and the wider public sector; • provide guidance and support to the public sector where requested; • promote social value through procurement and construction frameworks activity; • offer linkage between local government and central government on construction related issues. It is intended that real estate services and major civil engineering works will not be delivered as exclusive or stand-alone projects, only as part of enabling or complementary works aligned with an appropriate project. Individual call-off contracts for a contracting authority may be from GBP 250 000 and up to a value of GBP 5 000 000, although these values are indicative and may be adjusted where deemed appropriate for some works. It is anticipated that bidding organisations must be able to demonstrate an annual turnover in excess of GBP 10 000 000. It is intended that the framework may be utilised for projects funded by national and European grants. Some call-offs from this framework may be subject to the requirements of the European Structural Investment Fund (ESIF) comprising the European Regional Development Fund (ERDF), the European Social Fund in England (ESF), the Rural Development Programme for England (RDPE) and any other funding stream that may become available during the course of the framework. Therefore, the contractor will need to comply with the funding requirements of the European Structural Investment Fund (ESIF) and associated regulations such as procurement, publicity, eligibility criteria.
