The Trust requires an integrated workforce management system providing:- • A facility to set up shift requirements. • A facility to set up staff deployment rules. • A facility for workers to record availability and make requests for annual leave or shifts etc. • A facility to automatically produce a roster based upon shift requirements and properties, in addition to constraints on staff availability. • A facility to manually produce rosters with the solution guiding them on any conflicts between shift requirements and rules • A facility to capture, review, authorise and view planned absence and requests. • A facility to capture attendance, planned absence and unplanned absence (eg sickness or special leave) and submit this electronically to ESR to ensure that employees are correctly paid. • A facility to set up rules and capture data of elements that require payment and output this electronically to ESR to ensure that employees are correctly paid and pay is charged to the correct cost code. • A facility to take data from ESR so that the solution is regularly updated to reflect starters, leavers and changes to employee’s contracts as appropriate. • A facility to report on the data held in the workforce management solution. • A facility to report on required versus actual staffing levels in order to meet NHS England’s reporting requirements. • A facility to manage and pay a bank of flexible workers including: • A facility to push unfilled shifts on a roster through to a flexible staffing (bank) module. • A facility to record the availability and skills of bank workers • A facility to deploy Bank workers against shifts that they have the matching skills and training requirements for. • A facility to push shifts out to third party agencies.
