Summary of the work SIB's Asset Management Unit overseas the disposal of surplus property assets within central government in NI. AMU has been tasked with implementing improvements to the processes for disposing of assets to address inefficiencies. A new IT system is required to manage workflow and extract BI to support improvements. Specialist role Business analyst Expected Contract Length 12 months Latest start date Thursday 12 October 2017 Maximum Day Rate £700 Who Speclialist Work With The supplier will be expected to work closely with the Asset Management Unit within SIB to assist in supporting the development and implementation of a new IT solution for Land & Property Services . The project will commence with a project initiation meeting with AMU and LPS to agree stakeholder engagement, timescales and format of outputs. The supplier will gain an understanding of required interfaces and constraints within the client hosting environment along with process requirements through effective stakeholder engagement. The supplier will work in partnership with the appointed developer, IT Assist and Enterprise Shared Services. What Specialists Work On The supplier will work with end user staff within LPS to prototype, develop and test an integrated workflow management and BI solution. The supplier will draw upon existing business analyst outputs and process maps and in close consultation with LPS staff, develop workflows that are capable of being hosted on a workflow automation platform which is expected to be SharePoint 2013 lists and forms. The supplier will design BI outputs reporting in PowerPivot, PowerView, MicrosoftSSRS. The requirement includes an element of project management support, providing direction for SharePoint development, draft user guidance and taking overarching responsibility for delivering the solution. Skills & Experience • Have demonstrable experience enagaging with public sector staff to map and analyse business procsses and articulating, in report format, clear user and technical requirements relating to processes and systems. • Have demonstrable experience in SharePoint based solutions to support e-workflows and BI outputs tailored to end user needs. • Have demonstrable experience of the development of prototypes that provide adequate access control of users of the system. • Have demonstrable experience in providing knowledge transfer to public sector staff to provide a strong basis for self sufficiency beyond project completion. • Have demonstrable experience of designing and implementing innovative business process IT solutions, based on SharePoint, that are compliant with NICS security policy framework and web standards. • Have demonstrable experience working inliason between client and third party system developers to translate client process requirements into system prototypes and final solutions. Nice to Haves • Experience of working with NI Central Government Departments and ESS ICT Shared Services on SharePoint solutions. • Experience in development of SharePoint BI reporting solutions for NI Central Government Departments. Work Location The supplier will be expected to work on site with the main business users particularly Land & Property Services and the Asset Management Unit within SIB both being located in Belfast. Working Arrangments The supplier will work in a collaborative and transparent way with the buyer and provide the focus to complete the commission within the timescale agreed at project initiation. It is anticipated that the contract will not exceed £40k. The role is part time and the expected contract length is 6 to 12 months. 3.
