Summary of the work SIB's Asset Management Unit (AMU) performs a co-ordination role in the disposal of surplus property assets. AMU has been tasked with identifying and implementing improvements to NI central government’s processes for disposal of surplus assets with the aim of addressing the main inefficiencies. Specialist role Business analyst Expected Contract Length 2 months Latest start date 19-04-17 Maximum Day Rate £500 Who Speclialist Work With The supplier will be expected to work closely with the Asset Management Unit within the SIB. The project will commence with a project initiation meeting with the AMU, when the range of stakeholders to be engaged, timescale and format of outputs will be agreed. The supplier will gain an understanding of required interfaces with legacy systems through effective stakeholder engagement. What Specialists Work On The supplier will undertake user research and analysis of business needs in order to understand existing processes and information that support asset disposal and workflow management. The supplier will determine gaps/shortfalls in these processes and recommend a preferred option for a new workflow management system. If bespoke, a prototype must be developed, and costs provided for system development and support. If COTS, a shortlist of systems that meet the buyer's requirements and associated costs must be provided. The supplier must also show how Microsoft BI could be used to extract meaningful, timely information. The output will be in report format. Skills & Experience • Have demonstrable experience in engaging with and carrying out business analysis with a diverse mix of users and stakeholders. • Have demonstrable experience in clearly articulating in report format user requirements relating to processes and systems. • Have demonstrable experience in undertaking evaluation of COTS products against clearly defined business requirements. • Have demonstrable experience in developing system prototypes that are user-centric in their design. • Have demonstrable experience in developing web-based solutions and undepinning databases. • Have demonstrable experience in the development of prototypes in compliance with the NICS security policy framework and web standards • Have demonstrable experience the development of prototypes that provide for adequate access control by users of the system. Nice to Haves Experience of working with the NI public sector and ESS ICT shared services Work Location The supplier will be expected to work on a full-time basis with business users, particularly Land and Property Services, and will be based on-site in SIB's Belfast office five days a week. The supplier will be expected to travel as required across Northern Ireland in order to conduct stakeholder consultations. Working Arrangments The supplier will work in a collaborative and transparent way with the buyer and provide the focus to complete the commission within the timescale agreed at project initiation. A draft report will be required by late-May 2017. It is anticipated that the contract value will not exceed £10k.
