Provision of adult skills training and commissioned activities to support individuals to gain the skills needed for life and work, including : progressing towards, entering into and sustaining work; upskilling or retraining in order to advance their career. Lot 1: Lot 1: Skills Bootcamp in Telecomms Infrastructure Lot 1: Skills Bootcamp in Telecomms Infrastructure • Number of participants: 50 minimum • Level of learning: L3-5 • GLHs: 60 The Combined Authority is seeking to contract with one training provider to deliver a Telecommunications training programme for 50 West Yorkshire residents. Providers are able to propose more than one training course for this lot, if required to address the identified skills need. Lot 2: Lot 2: Skills Bootcamp in ESOL Tutor Training • Number of participants: 25 minimum • Level of learning: L3-5 • GLHs: 60 West Yorkshire’s ESOL needs are increasing. This Skills Bootcamp aims to equip a minimum of 25 participants with the skills needed to teach ESOL to learners from entry level, to English for workplace settings at Level 3 and above. The course should cover the principles of effective teaching and provide a range of teaching techniques and practical experience. Providers should include as part of their submission, the qualification which will be delivered, the specific level of learning, and the measures for a successful completion. Providers should also describe the rationale and requirement for their proposed approach. Training may be online, face-to-face or a blend of online and face-to-face. The teaching practice should include face-to-face lessons in a classroom and lessons in an online learning environment. The teaching practice should be with groups of learners and observed by a trainer. Lot 3: Lot 3: Skills Bootcamp in Fabrication and Welding Lot 3: Skills Bootcamp in Fabrication and Welding • Number of participants: 30 minimum • Level of learning: L3-5 • GLHs: 60 Welding is a growing area of employment in West Yorkshire with significant numbers of vacancies that have been on an upward trend since 2020. Around 6,000 people are employed in the occupational category of Metal Forming, Welding and Related Trades in West Yorkshire according to Census. The number of online job postings for welding roles in West Yorkshire: Jan to Dec 023 – 1,581. This is an increase of 17% on previous year. The skill requirements mainly focus on core welding skills e.g. Metal Inert Gas (MIG) Welding, Gas Tungsten Arc Welding, with employer and stakeholder insight adding coded welding, aluminium and friction stir welding as other areas of need National data from the Employer Skills Survey 2022 shows that welding roles are susceptible to skill shortage vacancies – 52% of vacancies recorded as difficult to fill due to a lack of qualified candidates compared with average for all occupations of 36%. WYCA are seeking a provider to deliver a Skills Bootcamp in Fabrication and Welding. Providers should specify the level, focus and content of the course, with a clear sectoral and employer-based rationale if there are specialisms which should be included. We anticipate the delivery will largely focus on businesses looking to upskill their workforce, or individuals with existing welding skills, seeking opportunities to upskill. Providers should demonstrate in their response what is required, with clear rationale for this, and what is possible to deliver within a maximum 16 week period. Providers are able to propose more than one training course for this lot, if required to address the identified skills need. Lot 4: Lot 4 Skills Bootcamp in Digital Skills (to be delivered for HMP Wealstun) Lot 4 Skills Bootcamp in Digital Skills (to be delivered for HMP Wealstun) • Number of participants: 15 minimum • Level of learning: L3 • GLHs: 100 The course aims to introduce the opportunities within the digital sector and equip individuals with the skills to access them upon leaving prison. Providers must be able to demonstrate and evidence a clear and up to date understanding of the needs of the digital sector and digital roles more widely. Examples of specific skills needs and employers engaged could be those in software development, website development, coding, project management, data, etc. Importantly, the skills developed could be for roles within the digital sector, and/or digitally-based roles for employers in other sectors. Lot 5: Lot 5: Skills Bootcamp in Pipe Laying and Groundworks Lot 5: Skills Bootcamp in Pipe Laying and Groundworks • Number of participants: 60 minimum • Level of learning: L2 • GLHs: 60 An ongoing labour and skills shortage within the construction sector is threatening to impact the delivery of the UK’s next National Infrastructure Construction Pipeline (NCIP). Currie & Brown’s Construction Market Outlook report, which has tracked construction activity since the start of 2023, indicates that 225,000 more construction workers will be needed by 2027 to meet demand levels for the upcoming pipeline, which was due for release November of last year. The demand for skilled workers is expected to outstrip the current supply within the labour market, which is due to impact on the national and regional economy. Lot 6: Lot 6: Skills Bootcamp in Project Management Lot 6: Skills Bootcamp in Project Management • Number of participants: 70 minimum • Level of learning: L3-5 • GLHs: 60 Endemic skill shortages for specialised skills such as project management are constraining firm-level productivity and the performance of the wider economy. With project management skills being advantageous in a broad variety of career paths, occupations utilising these specific skills have seen the fastest growth since pre-pandemic levels. Under-utilisation of skills is a widespread issue and affected workers need options to re-focus their portfolio of skills to better align with available opportunities. Lot 7: Lot 7: Skills Bootcamp – exclusive employer co-funded programme Lot 7: Skills Bootcamp – exclusive employer co-funded programme • Number of participants 70 minimum • Level of learning: L3-5 (except construction/logistics which can be L2) • GLHs: 60 (unless digital skills which must be 100) The success of Skills Bootcamp courses is directly related to the quality and amount of employer involvement, and responding to regional, sectoral and individual employer needs. The employer co-funded Skills Bootcamp model enables individual businesses to upskill cohorts of their existing staff in skills specific to their needs, whilst paying 10% towards the cost of the course if they are an SME, or 30% towards the cost if they are a larger business. enables individual businesses to upskill cohorts of their existing staff in skills specific to their needs Lot 8: Lot 8- Skills Bootcamp in Telehandler Lot 8 Skills Bootcamp in Telehandler • Number of participants: 20 minimum • Level of learning: L2-3 • Guided Learning Hours: 60 minimum The Telehandler is a piece of plant used to move and lift heavy equipment to higher levels, used extensively in new-build and refurbishment projects, in the installation of roofing, cladding and rainscreens and solar panels. This Skills Bootcamp aims to train operatives to a level when they are able to effectively handle the machine, and participants could be co-funded by their employer to upskill, or undertake the course if they are unemployed or self-employed. The course should deliver practical training, preparation for testing, theory test, and a practical test, with course completion dependent on learners passing the practical, theory and health and safety tests. Completers should get either a CPCS or NPORS operator card enabling them to operate the telehandler and suspended loads in the construction industry. Lot 9: Lot 9- Skills Bootcamp in Excavator 360 Lot 9: Skills Bootcamp in Excavator 360 • Number of participants: 15 minimum • Level of learning: L2-3 • Guided Learning Hours: 60 minimum • Delivery to commence August 2024 onwards To become a plant operator, individuals need to have successful completion of basic construction training along with specialised excavator training to get their operator cards. Without this card, it will be difficult for individuals to work in the construction industry, no matter where they are based in the UK. Excavators are one of the most used machines in a building site, for example they are used to level surfaces, so they are suitable to place materials on, dig foundations and lay pipes. Excavating tasks can take place on varying terrain, which is why there is a requirement to obtain a formal qualification before an individual can carry out the work. Lot 10: Lot 10- Skills Bootcamp in EWI & Treatments Lot 10 - Skills Bootcamp in EWI & Treatments • Number of participants: 20 minimum • Level of learning: L2-3 • Guided Learning Hours: 60 minimum There are over a million homes in West Yorkshire. These homes make up nearly a third of all emissions related to buildings in the region. We estimate that nearly 700,000 of them need energy efficiency measures to be installed. We also need to build new homes in the coming years which are energy efficient and climate change ready. External wall insulation (EWI) is an integral part of the retrofit and energy saving agenda, through making housing airtight. This Skills Bootcamp will provide an opportunity for existing construction workers to upskill in the new standards and techniques required. Bidding providers should stipulate the appropriate level, content and delivery methods for this Skills Bootcamp, and demonstrate engagement with industry, specifically construction and housing sector employers, to inform their proposal. Lot 11: Lot 11 - Skills Bootcamp in Glass and Glazing Fenestration Lot 11 Skills Bootcamp in Glass and Glazing Fenestration • Number of participants: 20 minimum • Level of learning: L2-3 • Guided Learning Hours: 60 minimum The Fenestration, Glass and Glazing industry has over 50 dedicated career paths with opportunities for progression in all. The industry has an annual turnover of over £4.6 billion and is pivotal to the UK economy. Every building features windows, doors and glass, and glass now features heavily across city skylines. The fenestration of a building is extremely important to its overall design and can highly affect its performance, from increasing indoor natural light to aiding passive solar heating. Further benefits include providing points for ventilation and air circulation, and producing better indoor air quality. Efficient and well-thought-out fenestration can improve the health and wellbeing of the building’s occupants, boost productivity and reduce energy costs This course should provide the opportunity for individuals with no industry knowledge or those within the sector who are wanting to upskill, to widen their knowledge and their ability to progress into continuous employment within the sector. Lot 12: Lot 12- Skills Bootcamp in Construction – HMP Wealstun Lot 12 Skills Bootcamp in Construction – HMP Wealstun • Number of participants: 15 minimum • Level of learning: L2-3 • Guided Learning Hours: 60 minimum The course aims to introduce the opportunities within the construction sector and equip individuals with the skills to access them upon leaving prison. Providers must be able to demonstrate and evidence a clear and up to date understanding of the needs of the construction sector and construction roles more widely. Providers should have a demonstrable awareness of the barriers to employment for this targeted group of individuals and express strategies and best ways of working to strengthen progression opportunities for individuals leaving prison settings. Lot 13: Lot 13- Skills Bootcamp in Web Design & Development Lot 13: Skills Bootcamp in Web Design & Development • Number of participants: 30 minimum • Level of learning: L3 • Guided Learning Hours: 100 minimum Roles in all areas of website design and development – back-end, front-end and full-stack – continue to be listed as difficult to recruit to by employers across the region, especially as new coding languages evolve. This Skills Bootcamp should utilise regional Labour Market Information and excellent employer and industry links to deliver a course that supports participants who are both experienced in, and new to, Web Design and Development thus enabling positive career progression. Contents should include user experience, customer experience, accessibility, and usability, principles of programming, introduction to coding using appropriate software, problem solving and communication within a tech team setting. Bidding providers should demonstrate how this course can be delivered to reach residents across West Yorkshire in a flexible and accessible way, with clear evidence of how the proposed course contents meet the needs of industry.
