Summary of the work MI/BI is a workstream within OneIPO’s Transformation Programme. Alpha’s objective is to undertake the User Research, Service Design, and Technical analysis/design required to produce options to be delivered in Beta to hit MI/BI’s MVP. Alpha must identify business-critical work required for OneIPO’s MVP deadline (September 2023). For_further_information, please_use_the_following_link_to_view_supporting_information_document: https://ipo.force.com/s/Welcome Expected Contract Length 24 months with option to extend for 6 months Latest start date Monday 14 November 2022 Why the Work is Being Done The IPO is part-way through a digital Transformation Programme, OneIPO. The existing rights-based services and operating model are being replaced with a new, integrated way of working, to enable: - A ‘OneIPO’ service to create a less fragmented user journey and a more efficient IP service lifecycle - Aggregated and cleansed data; a ‘single source of truth’ - Updated underpinning systems/technology to ensure secure and more efficient maintenance As part of the Programme, delivery of an operationally viable MI/BI MVP by September 2023 is a critical dependency to ensure continual successful operation of IPO. Following a successful Discovery phase, IPO are looking for a delivery partner to support them in undertaking Alpha/Beta phases. Problem to Be Solved IPO requires a Delivery Partner to deliver: - an operationally viable MI/BI MVP by September 2023 - a Data Visualisation and Discovery Tool to enable users to access reports - a Data Repository and associated pipelines to aggregate all relevant data - an assessment of methods to allow internal analysts to proactively experiment with data - a flexible design to work alongside existing systems and enable a seamless transition from legacy to transformed data sources Who Are the Users Our users are predominantly internal. These include members of the corporate team who need access to KPIs, Service Owners and Business Area leads who need to understand the performance of their services/areas, and 'super users' such as analysts who need to be able to 'deep-dive' into data to gain valuable new insights to support IPO's growth and development. We identified 2 external user groups : other IP offices and other government departments. These users need access to data and analysis to fulfil policy or legal requirements. We also found that some of the existing OneIPO personas have additional MIBI requirements. Early Market Engagement The IPO carried out 3 stages of market engagement activity: 1. Supplier Day 1 - the IPO held a session on the 10th June 2022, providing insights into the proposed Alpha & Beta Project phases, where 7 Suppliers were in attendence. 2. Supplier Interviews – held w/c 20th & 27th June 2022, which included individual supplier presentations in response to 9 questions shared by IPO on the 10th June event. 5 suppliers participated. Key themes from responses have been incorporated into the procurement approach and ITT documentation. 3. Supplier Day 2 - the IPO held a session on the 9th August 2022, providing further insights post the Discovery phase of the Project, where 4 suppliers were in attendance. Work Already Done A Discovery phase has recently completed. During Discovery, we defined our: Strategy, As-is Landscape, To-be (technical) Scope and Scope Options (including a draft high-level architecture), User Personas and Requirements, high-level Service Blueprint, Legacy Decommissioning Approach, and a draft set of plans for Alpha/Beta. Access to this information will be made available to the winning supplier. Existing Team The Delivery Partner will work with IPO staff, including: - MI/BI BAU and Project team - Existing suppliers - Other One IPO Project teams - One IPO Strategic Delivery Partner Existing roles within the MIBI Project team include: - MI/BI Executive Sponsor - MI/BI Service Owner - Product Owner - Project Manager - Product Support - Business Support - PMO support - Business Change - MIBI SMEs The MIBI workstream has engaged Leadership and Director Sponsorship including Service Owner, Tech Lead, HR Lead, Delivery Lead, Commercial Lead, Data Lead, Programme Manager, Support Lead, Product Support Lead and Business Change Lead. Current Phase Discovery Skills & Experience • Demonstrate experience of delivering a successful MI/BI project on Microsoft cloud infrastructure • Demonstrate experience of working in a formal knowledge transfer framework and building capability in client departments, leaving a self-sufficient, sustainable internal capability • Demonstrate experience of maintaining alignment and managing dependencies across a Transformation programme of work, working as a collaborative supplier to meet time and quality objectives of the client • Demonstrate experience of taking over from a previous supplier part-way through a large programme, ensuring adequate transfer of knowledge and maintaining delivery velocity • Demonstrate experience building fully automated ETL pipelines to consolidate disparate legacy data sources Nice to Haves • Demonstrate Previous experience delivering innovative techniques, tools and processes, within the solution, to drive transformational benefits • Demonstrate experience working with the Government Digital Services framework • Demonstrate experience in integrating an Agile delivery methodology whilst maintaining alignment with Waterfall Programme governance to best suit the outcome of a project Work Location It is expected that work will take place flexibly between the supplier offices, IPO locations and remote working. Resources will be expected to travel and work from locations within London and Newport as required, this will be at the expense of the Delivery Partner. The primary location for this work will be: Intellectual Property Office Cardiff Road Newport NP10 8QQ Working Arrangments The Delivery Partners’s resources will work as part of a blended delivery team, working remotely but using IPO supplied equipment, Monday-Friday usual office hours. More flexibility may be arranged by mutual agreement after an initial onboarding process. We expect team(s) to reflect the roles and capabilities listed in the Essential Skills section. The team will work in a hybrid of both agile and waterfall disciplines, operating within the IPO governance framework. A ways of working session will be run with the full Project team during Sprint 0a Security Clearance Given the nature of work, BPSS is a minimal requirement to onboard, however Consultants are required to have SC clearance. IPO can support the SC Clearance process if necessary and Consultants must be willing to undertake the clearance with a reasonable expectation of passing. Resource must be UK based. Additional T&Cs The Supplier will work in a multi-supplier eco-system. As a pre-requisite, Suppliers must sign-up to IPO's Collaboration Agreement. Compliance - Legal, Regulatory & Standards: • Must have at least one of the following certifications scoped to the appropriate service for system and hosting – ISO 27001, SOC2, Cyber Essentials or equivalent. Data Privacy - Location & Jurisdiction: • Must be hosted within one of the following regions–UK (preferred), EEA. If outside UK need Data Protection Officer approval. Security: • Service must demonstrate it is regularly penetration tested in-line with CHECK scheme. In-line with the Service_Classification, as outlined in the Service_Continuity_Policy. We have provided a consolidated view of the Discovery phase outputs within the further competition documentation which all the providers have access to. We believe that this provides suppliers with sufficient information to submit an accurate proposal and costing. 6. Please can you confirm if the incumbent is allowed to bid for this phase? Yes. All suppliers listed on the CCS DOS5 Framework (Lot 1) are eligible to participate in this ITT 7. Would it be possible for some of the discovery artefacts to be shared with bidders? We have provided a consolidated view of the Discovery phase outputs within the further competition documentation which all the providers have access to. We believe that this provides suppliers with sufficient information to submit an accurate proposal and costing. 8. Are all team members required to go through SC or is a subset acceptable? DBS clearance is required for all resource. Given that Monday 19th September is now a bank holiday will the authority consider postponing the deadline for bid submission? In consideration of the recently announced Bank Holiday on Monday 19th September, the IPO does not intend to extend the response timeline for the MIBI ITT. The IPO believes that sufficient time has been allowed for responses to the ITT and reminds all that proposals will be accepted up until the end of the day on Tuesday 20th September.
