Transport for London ('TfL') is issuing this prior information notice (PIN) to inform the market of a future opportunity for the procurement of a framework for the supply of signalling labour resources. This is a re-tender of the existing framework 'TfL 93456 - Signals Labour Framework' which is due to expire in July 2025. The scope of works is for signalling labour resources for various disciplines who will be required to work across TfL's signalling assets installed across the network. The Framework will be utilised by Signal Works Asset Performance Delivery when there is insufficient internal labour resource to meet the demand of work available. The disciplines required but not limited to is as follows:  Technical Officer  Technical Officer (with specialist systems experience / TBTC)  Signalling Project Engineer  Maintenance Tester  Installer  Works Controller  Support Technician  Point Fitter  Verification Tester  Assistant Tester  Tester in-charge  Functional Tester  Principle Tester  PWT-EH  Maintenance Tester (IRSE Licence 1.4.160)  Signals General Labourer  Wireman  Specialist Points Installation Engineer  IRSE Licenced Engineering Manager  Mechanical Fitter  Project Engineer  Project Manager Lot 1: The Signals Labour Framework will mainly address shortages in the TfL network. As a result, the labour resources will not be working full-time. The services required will be on an as-needed basis by TfL. The working hours will vary between day, night, bank holidays, Christmas and weekend shifts (base on engineering working hours of LU or network rails). The resources must have the necessary skills and expertise within the disciplines listed at the time the contract is called off. Additionally, they must possess IRSE licenses, relevant work experience, medical certification, and any other requirements specific to their role. Please note that this PIN is not an invitation to tender and does not constitute a call for competition to procure any services, supplies, or works. Its purpose is to raise market awareness and allow interested parties with appropriate experience to express their interest in this framework. Participation in the PIN is not a prerequisite to, and will not prejudice, participation in any future competitive process. The information in this PIN or any communication between TfL and a supplier should not be considered a contract, agreement, or representation that a contract will be offered. If TfL decides to proceed with a procurement exercise, they will publish a separate contract notice. Any future procurement will be conducted in accordance with the Open procedure, under the new legislation Procurement Act 2023 (Act). Additional information: TfL have switched to a new sourcing/e-tendering portal - SAP ARIBA, meaning that TfL's processes are now different to those that economic operators may be familiar with. The following instructions explain this new system and provide guidance on how economic operators/suppliers can access tenders through the new system and communicate with TfL: 1. To register or to check if you are already registered to SAP Ariba, log on to https://service.ariba.com/Supplier.aw. Interested parties must read the instructions carefully before proceeding with registration. For help on using the SAP Ariba system, please refer to https://support.ariba.com/Adapt/Ariba_Network_Supplier_Training. If the problem persists please contact Ariba_Supplier_Enablement@tfl.gov.uk . 2. Once you have registered on SAP Ariba (or are already registered), you must also register on TfL's SAP Ariba system through the following link: https://s1-eu.ariba.com/Sourcing/Main/ad/selfRegistration?realm=TfL . 3. Upon completion of steps 1 and/or 2, interested parties should submit their interest via email to the TfL Commercial lead aminabegum@tfl.gov.uk with the following details: Company Name: Key Contact Name: Email address / Telephone Number: Registered Company Name (as it appears on the portal): Applicable vendor ID (as it appears on the portal): Full Contact Name/s of the invitees for the future tender opportunity (as it appears on the portal): Contact email address/s of the invitees for the future tender opportunity (as it appears on the portal): This will enable us to invite you to the tender event in SAP Ariba. Please submit your interest by 17.00 30 September 2024.
