Dublin City Council proposes to establish a Multi-Party Framework Agreement for Two (2) Local Enterprise Offices – LEO Dublin City and LEO Fingal - for Capacity Development Consultancy for 7 Lots - (i) Green for Micro, (ii) Leadership Coaching, (iii) Innovation Capability Development, (iv) Strategic Finance Capability Development, (v) New Market Development, (vi) Digitalisation Development and (vii) Export Development. Framework Agreement will contain 45 economic operators overall and duration of framework is for 48 months. Daily rate will apply and assignments will range from 1 day to 5 full days consultancy that will introduce small businesses and micro enterprise business owner / managers to consultancy concepts and enable companies to undertake a change project their business under the guidance and support of a qualified consultant. The assignment delivery period is 8-12 weeks. After a suitable change project has been identified, a diagnosis of current practice and performance and key performance indicators must be established to achieve targeted business improvement measures. The framework member(s) must be available for up to 5 full days, with in-company visits and/or through a mix of both online and in venue (hybrid approach). The preferred method of delivery of the services will be continuously reviewed with the Local Enterprise Office. It is envisaged that for each assignment with client there will be a required of submission of minimum 2 reports. The framework member(s) must not during the assignment accept any appointment whether as director, consultant, agent or enter into any commercial arrangement whatsoever with a company while acting as a consultant to that company unless prior consent in writing has been obtained from the Head of the Local Enterprise Office. This condition shall continue to bind for a period of 12 months after the submission date of final report. Lot 239141: Lot 1 Green for Micro Green for Micro Consultancy aim is to improve the environmental performance of the client company thereby increasing the agility and resilience to climate change impacts. It is intended for companies unfamiliar with or lacking sufficient capability in environmental improvement methodologies. Consultants for Green for Micro would be required to have specific area of expertise in this area Lot 239142: Lot 2 Leadership Coaching Leadership Coaching aim is to build the individual leadership capacity, as well as supporting the development of skills to manage stakeholders and teams, during adverse (changing) business environments. Coaching sessions involve establishing a clear vision, identifying challenges and opportunities and agreeing leadership goals. Lot 239143: Lot 3 Innovation Capability Development Innovation Capability Development Programme aim is to support owner managers to embed innovative thinking into their business; support owner managers in a practical way to develop a roadmap to uncover the innovation potential that exists in their business stimulating the creation of new business models, services, products and processes to create new opportunities in the marketplace; support owner managers with Breakthrough Innovation Audit where applicable https://www.breakthroughinnovation.ie/ Lot 239144: Lot 4 Strategic Finance Capability Development Strategic Financial Capability Development aim is to support owner managers to strengthen their strategic financial capability. The objective is to demonstrate how financial information, financial systems and financial reporting can be used to assist in growing the business and the practical implications for implementing. Assist with cashflow projections, applications for additional funding and may be requested to carry out commercial assessments for applications for the Agile Innovation Fund. Lot 239145: Lot 5 New Market Development New Market Development aim is to upskill business interested in understanding if new marketing development is for them. Consideration of the challenges and opportunities for commencing business expansion. It also aims to provide clients with the tool to develop a strategy leading to client achieving their global ambition, product and competitor understand, customer and new market understanding, Infrastructure understanding as well as capability and capacity understanding. Lot 239146: Lot 6 Digitalisation Development Digitalisation Development aim is to support owners managers to prepare and implement a plan for the adoption of digital tools and techniques across their business through the Digital for Micro Scheme. Digitalisation supports competitiveness, productivity, and value creation, and cover five main areas – (i) Data processing and analysis; (ii) Cloud computing; (iii) Cybersecurity; (iv) Internet of Things; (v) Industry 4.0 (i.e. process automation in manufacturing facilities and utilisation of AI. Lot 239147: Lot 7 Export Development Export Development aim is to support owner managers in developing an export plan to overcome the challenges of exporting by exploring new export opportunities, understanding overseas business cultures, building digital capabilities for selling and developing customer, distributor and/or partner relationships.
