We are seeking to contract with a suitably qualified and experienced contractor to: (a) evaluate the impact of the strengthening delivery programme and review any learning from the empowering delivery programme; and (b) provide support and development services to local authorities to enable them to deliver the Armed Forces Covenant. Further details are set out in the ITT, which is available to download at:https://www.contractsfinder.service.gov.uk/Notice/1e0fe4f7-c329-41eb-8170-3ca2ad5461b0?origin=SearchResults&p=1 Under the Strengthening Delivery of the Covenant Programme (‘Strengthening Delivery Programme’), the Covenant Fund awarded GBP 6.6 million to clusters of local authorities enabling them to take forward ideas from strategies developed by Local Covenant Partnerships, which sought to improve consistence in the delivery of the Armed Forces Covenant Locally. An additional funding programme, the empowering delivery of the covenant programme (‘Empowering Delivery Programme’), which follows directly from the earlier programme,will run in 2020/21. We are seeking to contract with a suitably qualified and experienced contractor to: (a) evaluate the impact of the strengthening delivery programme and review any learning from the empowering delivery programme; and (b) provide support and development services to local authorities to enable them to deliver the Armed Forces Covenant. The latter will require the contractor to produce a digital tool kit including e-learning tools, accessible training,best practice guides, case studies and other resources to help local authorities and other local public bodies to effectively deliver the covenant. This requires the contractor to: (i) collate existing resources developed by local authorities under the strengthening delivery programme, and convert or adapt these resources as required for their inclusion in the digital toolkit; and (ii) identify and produce additional resources for the toolkit. This will require engagement with local authorities to identify what resources are required.
