East of England NHS Collaborative Procurement Hub are seeking to establish a national Dynamic Purchasing System (DPS) for the procurement of Falsified Medicines Directive (FMD) Supporting Systems and Services. This DPS, once established, will allow organisations to procure supporting hardware and software to ensure that the FMD is implemented in an expedient way. Hardware is required for FMD decommissioning use cases and the barcode scanning hardware must comply with the FMD Scanning Specification as defined by NHS Digital. The Falsified Medicines Directive (FMD) delegated regulation requires those who supply medicinal product to verify their authenticity via a decommissioning process. Decommissioning involves reading (scanning) a unique 2D barcode printed on every manufactured medicinal product pack and checking that each pack is known and available for decommissioning within a system of interconnected FMD “hubs” known as National Medicines Verification Systems (NMVS). Secure software is required specifically to connect to the National Medicines Verification System (NMVS) for organisations to submit a verification or decommission request. Organisations must also be able to receive its request status back from the national system in a timely manner. Integrated software and hardware systems are required for Falsified Medicines Directive (FMD) decommissioning use cases and the barcode scanning hardware must comply with the FMD Scanning Specification as defined by NHS Digital. Organisations must also be able to receive their request status back from the NMVS in a timely manner. These systems may exist in the form of proposed future development of systems already in place in the pharmacy sector, or could be in the form of standalone systems which might interlink into the existing pharmacy systems, and into the proposed FMD central database (UK NMVS). The requirement is for support services to aid organisations in implementing the requirements of the Falsified Medicines Directive regulation. This support service could be in the form of support with hardware and software implementation including connectivity to the NMVS, support to organisations in implementing the necessary requirements of the regulations e.g. staff training and standard operating procedure development. The requirement is for maintenance services for the hardware and software systems required to implement the requirements of the Falsified Medicines Directive regulation.
