Overview The Mayor's Office for Policing and Crime (MOPAC), the Contracting Authority, is issuing this Prior Information Notice (PIN) to inform the market of an upcoming procedure for the provision of Public Order Shields with the aim of engaging with capable service providers. ESTIMATED VOLUMES TBC - 750 long 300 short per annum. Further details regarding shield specifications are available on request. Scope of Services Public order shields, to be issued to Metropolitan Police Service (MPS) officers, for use in public order training and operations. The general design criteria are for shields that shall provide appropriate coverage and protection from missiles, chemical solvents (including petrol), heat and flame. Recycling / Refurbishment Potential suppliers will need to articulate how they propose recycling/refurbishment of "used" shields could work, including all aspects such as parts replacement, logistics, storage and disposal. Desirable Criteria Registration to BS EN ISO 9001. Tender Samples 6 operational long shield samples of the proposed product(s) shall be submitted free of charge. 6 operational short shield samples (able to connect to a map holder) of the proposed product(s) shall be submitted free of charge. 1 removable map holder shall be submitted free of charge. These samples will be used for MPS evaluation purposes, and shall be retained by the MPS Lot 1: Short Shields Short Shields for Public Order use The shape of the short shield blade is to be circular, with a post forming outside diameter of 0.65m + 5%. Post forming, the radius of the shield blade shall be appropriate to deflect and provide impact protection against missiles. The shield blade may be transparent or opaque, and shall be tough to resist attack from petrol and flame, chemicals and impacts. The appearance of the short shield should be matt. All sharp edges shall be removed. Handles shall be compatible with the current limb protectors and public order overalls. Handles shall be suitable for officers with different diameters of forearm. The short shield shall be carried on either arm of the officer with a continuous over-arm handle. Furthermore a handle assembly shall be provided for the officer's hand. Handles need to be stiff enough to resist impacts to the strike face of the shield from missiles. Where appropriate, impact attenuation materials shall be used to reduce force transferred to the officer. A removable map holder (able to carry an A4 map) shall be provided as an option. This should be able to be transferred to any short shield. All sharp edges shall be removed. The performance of the shields shall remain effective: After contamination with petrol and typically available domestic solvents (eg paint thinners / drain cleaner / battery acid); in ambient temperatures between -10C and +40C; against abrasion. Lot 2: Long Shields Long Shields The dimensions of the long shield blade, post forming, shall be 1.65m x 0.6m + 5%. During forming, nominally the top 1/6th of the shield should be formed forward by 20º. Each side of the shield should be formed diagonally backwards. This will emanate from 0.85m + 5% vertically from the base of the shield, and 0.09m + 5% horizontally from the side of shield, bending the shield diagonally backwards. Each corner shall have a radius of 25mm + 5%, with no sharp edges. The shield blade shall be transparent. The back panel shall be transparent. Both the shield blade and the back panel shall be tough and resist attack from impacts, petrol and flame, and chemicals. Shields shall be capable of being held together when upright and be joined together to form a continuous protected line, to interlock on the left and right hand side, in accordance with MPS tactics. The base of the shield blade should be able to withstand abrasion against a variety of common ground surfaces e.g. tarmac, concrete, gravel etc. surface, in accordance with MPS tactics Handles shall be compatible with the current limb protectors and public order overalls. Handles shall be suitable for officers with different diameters of forearm. The long shield shall be carried on the left arm of the officer with an over-arm handle. Furthermore a twin handle assembly shall be provided. Handles shall be stiff enough to resist impacts to the strike face of the shield from missiles. All sharp edges shall be removed. The performance of the shields shall remain effective: After contamination with petrol and typically available domestic solvents (eg paint thinners / drain cleaner / battery acid); in ambient temperatures between -10C and +40C; against abrasion.
