Bicester Town Council is seeking to appoint a suitably qualified and experienced contractor to deliver an exciting and dynamic sprayed concrete skatepark suitable for a variety of wheeled sports built to British standard - Facilities For Users Of Roller - Sports Equipment' - Safety Requirements And Test Methods, ref: BSEN14974:2006 and satisfy the recommendations of RoSPA's "Prevention of Skateboarding Accidents and Litigation Management standards as a replacement for its existing skatepark. We are seeking proposals providing a full service quotation to include removal and disposal of the existing facility, an initial design proposal and project outline. The Council has allocated a total budget of £150,000 to this project, £30,000 of which is from Sport England's Community Asset Fund (CAF). The CAF funding is required to be spent by 31st October 2018, therefore time is of the essence in this project. The footprint of the existing skate park is to be used The successful contractor will be expected to work with the local users to refine a final design into which users can contribute. The Council is seeking a low maintenance facility which include measures to combat litter and graffiti. The facility has minimal supervision, although it is covered by CCTV cameras. We are looking for an innovative design that makes high‐quality use of the space and budget available. We are not prescriptive in the overall design in view of what is a modest area. Quality must be demonstrated in the appearance and richness of experience that the design offers. The skate park should be designed as a destination park for families and spectators to appreciate, as well as riders. The design should also provide features that are fun and progressive for all levels from beginner to advanced. Interested contractors are expected to provide proposals and pricing for • Full design and consultation work; • Site clearance, construction, site supervision and project management; • Site access and egress arrangements to include management of pedestrians within the park; • Supply and installation of suitable signage • Provision of any necessary CDM regulations provision; • Independent verified inspection at completion by RoSPA or other recognised agency. You should supply at least three recent references, for contracts within the last three years. Contractors should provide details of all warranties and exclusions, any after construction customer services facilities offered including but not limited to details of annual maintenance support and associated costs. Details of a construction timetable and preferred payment schedule Details should be provided of any added value or innovation which the contractor believes their proposals can add to this scheme before, during or following construction.
