Nottingham City Council, on behalf of the Nottingham City Place Based Partnership, is seeking tenders from sufficiently experienced and qualified organisations to deliver a range of services to improve outcomes for people who experience severe and multiple disadvantage (SMD). SMD is defined as concurrent experiences of three or more of: homelessness, substance use, mental health issues, domestic and sexual violence or abuse, and contact with the criminal justice system. Nottingham City Place Based Partnership is committed to improving the outcomes for people experiencing SMD and aims to procure ‘Changing Futures’ services as part of meeting these needs. Nottingham has secured ongoing funding through the Integrated Care Board’s Health Inequalities Innovation Improvement Fund. The Services will be commissioned in two Lots: Lot 1 is the Main Delivery Service (MDS) Lot 2 is the Partnership Learning Hub (PLH). Providers are invited to tender for Lot 1 and/or Lot 2. Lot 1 - The Main Delivery Service comprises the required Core functions: Front Line Delivery a. Intensive Case Management b. Multi-Disciplinary Team c. Peer Mentoring System Development d. Lived Experience Coordination e. Learning and Evaluation Lot 2 - The Partnership Learning Hub: training and shared learning to all system partners and services in Nottingham. Changing Futures anticipates attracting additional funding over the period of the contract and should additional resources become available, enhanced services may be added to the contract, as explained in the tender documents. The contract duration for both Lots will be for 3 years with a possible extension of 2 years at the Council’s discretion and subject to continued funding from the ICB. The total contract value for both Lots is estimated to be a maximum of £11,051,905 over the total length of the contract, including any potential extensions and possible additional funding (this would be a maximum of £9,858,625 for Lot 1 and a maximum of £1,193,280 for Lot 2). The contract start date will be 1 April 2025. This contract will be let under the Light Touch Regime of the Public Contract Regulations 2015.
