Department for Infrastructure - Engineering Services Consultancy Partner Contracts

As result of recent internal re-organisation within the Department for Infrastructure, coupled with an increased requirement for consultancy services to deliver new initiatives such as Active Travel, the Department intends to replace the Engineering Services Consultancy Partner Contract with three separate contracts as detailed below: Contract 1: Water and Departmental Delivery (WDD) Engineering Services Consultancy Partner Term : up to 5 years Estimated Contract value: £30m Contract 2: Transport and Road Asset Management (TRAM) East/West Engineering Services Consultancy Partner Term: up to 5 years Estimated Contract value: £48m Contract 3: Transport and Road Asset Management (TRAM) North/South Engineering Services Consultancy Partner Term: up to 5 years Estimated Contract value: £35m The Department intends to procure these contracts through two discrete procurement competitions. The first competition, to procure the WDD Engineering Services Consultancy Partner, will commence in July 2023 and will be awarded to a single Economic Operator. The second procurement competition will commence in August 2023 and will contain two lots (contracts); the TRAM East/West Engineering Services Consultancy Partner and; the TRAM North/South Engineering Services Consultancy Partner. Each contract will be awarded to a single Economic Operator. In order to ensure security of service, preserve competition and encourage participation by SMEs, the Department will limit the number of contracts that can be awarded to an Economic Operator, in the second competition, to one. Lot 1: Water and Departmental Delivery (WDD) Engineering Services Consultancy Partner Provision of civil engineering consultancy and specialist services in the delivery of Water and Departmental Delivery programmes. Work packages could relate to one or more of the following topics: Hydrological Assessments and Studies; Flood Emergency Planning; Hydraulic Studies and River Modelling; Flood Mapping and GIS Services; Coastal Erosion Mapping; Business Cases including Economic Appraisals; Feasibility Studies; Public Exhibition of Schemes and Drainage Council Presentations; Detailed Civil Engineering Design; Tender documentation and Assessment; Project Management of Contractors, including Site Supervision; Property Structural Condition Surveys; Services Identification; Stakeholder Consultation and formalising Lands Agreements; Managing Geotechnical Investigations/Geophysical investigations; Topographical Surveys; Condition and photographic survey of structures (above and below ground); Maintenance and condition surveys; Property Flood Risk Surveys; Drainage Advice (Schedule 5 and 6); Development Management; Advice on Planning Applications (including Flood Risk/Drainage Assessments); Development Planning; Advice on Local Development Plans; Acting as an expert witness at Planning Appeals and Inquiries; Environmental Assessments and Statements; Ecological advice and surveys; Environmental studies including geomorphological and biodiversity studies; H and S Advice; Preparation and revision of Asset Management Plans; Flood Storage, including Sustainable Drainage design and advice; Post Flood Surveying and Reporting; Management of Reservoir Supervising Engineer from Approved List for operational work; Management of All Reservoir Panel Engineer from Approved List for operational work; Management of All Reservoir Panel Engineer from Approved List to undertake Reservoir Authority Enforcement and Emergency Works; Engineering Training; Miscellaneous studies related to the organisation’s business needs. Staff assistance as required. Lot 2: Transport and Road Asset Management (TRAM) East/West Engineering Services Consultancy Partner To provide civil engineering consultancy and specialist services in the delivery of Transport and Road Asset Management programmes in the East and West Divisional areas. Work packages could relate to one or more of the following topics:- Minor Highway Improvements; Transportation; Highway Structures; Active Travel; Major / Large Minor Works; Staff Assistance. Commissions will be generally be for projects with a construction value up to £5m. Lot 3: Transport and Road Asset Management (TRAM) North/South Engineering Services Consultancy Partner To provide civil engineering consultancy and specialist services in the delivery of Transport and Road Asset Management programmes in the North and South Divisional areas. Work packages could relate to one or more of the following topics:- Minor Highway Improvements; Transportation; Highway Structures; Active Travel; Major / Large Minor Works; Staff Substitution. Commissions will be generally be for projects with a construction value up to £5m.
