This Prior Information Notice (PIN) is to notify the market of the Contracting Authority's future intention to procure 3 framework agreements. This PIN is not a call for competition and is for information only. Each framework agreement will be advertised via 3 separate Contract Notices under the Restricted Procedure. The anticipated date for advertising the Contract Notice in the Official Journal of the European Union is 29.3.2016. The Parliamentary Estates Directorate (PED) is seeking to procure 3 frameworks to provide services for a range of minor and major works projects across the estate. Projects will vary in size, scale, complexity and value. The projects form part of the ‘business as usual’ activities of PED and do not directly relate to the Restoration and Renewal of the Palace of Westminster nor the Northern Estates Programme. Consultant teams hold a key role in the successful delivery of projects for the Contracting Authority and can be expected to explore all models where necessary to optimise a delivery solution for given project. In addition, there may be a requirement under the framework agreements to provide individual consultants to support the PED directly in the short and medium term for specified tasks. The framework agreements are likely to have a duration of up to 4 years. The 3 framework agreements are: 1. Project Management and Cost Management Services (including programme management and project planning/scheduling services) for Major Works. The initial estimated framework value for the life of the framework is 17 000 000 GBP of professional fees. 2. Multidisciplinary Design Services (including Lead Designer, Architecture, Conservation Architecture, Building Services Engineering, Civil and Structural Engineering and other specialist design services that may be required) for Major Works. The initial estimated framework value for the life of the framework is 44 000 000 GBP of professional fees. 3. Building Surveying Services (including any additional specialist cost management or design input required by the nature of the project) for Minor Works. The initial estimated framework value of the framework is 7 000 000 GBP of professional fees. Minor Works typically covers projects with a net construction value between 50 000 GBP and 3 000 000 GBP but in some circumstances, the Employer may wish to use the Building Surveying framework on non-complex major works above a 3 000 000 GBP threshold. Major Works typically covers projects with a net construction value in excess of 3 000 000 GBP. In some circumstances, the Contracting Authority may wish to use the Project Management and/or Multidisciplinary framework on complex minor works below a 3 000 000 GBP threshold. The Contracting Authority is considering appointing 4 consultants under each framework agreement. Call-offs under the framework agreements are most likely to operate under a mini-competition award based on the most economically advantageous tender. The frameworks may include a provision to appoint under a direct award without competition under certain circumstances. All frameworks would be non-exclusive, with the Contracting Authority reserving the right not to use the frameworks. The Contracting Authority cannot guarantee the number of call-offs under each framework. Should there be a sufficient number of call-offs which in total exceed the value of the framework agreements as advertised in the Contract Notice, then the Contracting Authority will look to allow for this within the provisions of the Public Contract Regulations 2015. Procurement Documents arising from a subsequent Contract Notice to this PIN will document this information in detail. The framework agreements will operate under a NEC3 Professional Services Contract. Details regarding the relevant contract options, contract terms and scopes will be available to view along with the Pre-Qualification Questionnaire at the time of publication of the Contract Notices.
