Provision of Video Surveillance Systems Across SWR Leased Sites

South Western Railway (SWR) are seeking to identify a service provider for the supply, installation & commissioning of Video Surveillance Systems at all leased premises on the SWR network, alongside associated activities such as reporting and provision of Support Services and maintenance of the systems. SWR currently has an extensive Video Surveillance System deployed across 186 stations (and multiple depots), providing business critical services to customers and staff. The current Video Surveillance Systems comprises of four distinct types: 1) A centralised analogue system with images recorded at two central hubs, connected over an analogue fibre network in the London area installed in the early 2000's 2) A distributed network unsupported analogue Digital Video Recorders and analogue cameras connected by circuits installed between 2006 and 2009. 3) A distributed network supported digital Network Video Recorders, encoders/decoders and IP cameras connected over a mix of point-to-point ethernet fibre circuits & DSL circuits installed since 2016. 4) Stand-alone unsupported systems at some Island Line & mainland stations. SWR are looking to implement an updated and uniformed Video Surveillance system across all its 186 stations which would be fully operational for the purpose of crime prevention, security, and public safety. The new system will be installed to the highest standard to ensure that SWR can run a safe and punctual railway in line with its license conditions/obligations with the Office of Rail and Road (ORR). The benefits of the upgraded video surveillance system would result in several benefits for SWR, including but not limited to: 1) The replacement & enhancement of a compliant video surveillance system to replace the existing obsolete & legacy video surveillance infrastructure. 2) The upgrading of the back room supporting video surveillance (servers, UPS, recording equipment) 3) The upgrading of the current analogue CCTV camera systems with more reliable & effective digital alternatives. 4) The reduction of maintenance call outs for faulty or broken equipment during the life of the contract. 5) Fulfilment of the SWR customer commitment to supply a safe & secure environment to its customers. 6) The future use of Artificial Intelligence (AI) and the integration of video into other business critical systems & applications. 7) The future use of cloud based hosting and video sharing with key industry partners. The successful provider shall ensure these assets are designed, installed & commissioned in line with relevant Network Rail and Industry Standards along with SWR requirements, ensuring that sufficient contract management resources are employed. In addition, the successful provider shall have experience and capability of ISO27001 and ISO 55001 interface/compliance/management, asset condition verification surveys, supplementary project and NR works/services, CCTV renewal delivery and management of assets against industry Asset Management Plans. In a very regulated industry, it is imperative that we can deliver our safety commitments in line with the associated risks and provide the necessary evidence in a format which is immediately accessible. SWR will be seeking to go out to tender for the acquisition of both software & hardware within the context of installing a modern, cost effective and efficient Video Surveillance Systems solution. The tender will consist of two phases. 1. Backoffice design & build (servers, UPS, recording equipment etc), including software, hardware, configuration, and commissioning. 2. Front of house design & build (cameras, camera points etc), including software, hardware, containment, cabling, civils, structures, configuration, and commissioning. Phase 1 back office design & build will be for 139 sites. Phase 2 front of house design & build will be split across the 4 SWR regions (West, Metro, Central & South) over a total of 186 sites. Each lot contains 4 tiers in priority order. Lot 1: Backoffice design & build Phase 1 (a) Video Management Systems These works will comprise of deploying additional server hardware and software instances of the new video management system that enables remote viewing and download capability with integration into file sharing applications used by First Group and SWR, capable of supporting current IP NVR assets and the proposed new local recording equipment under Phase 2(c) Phase 1 (b) Encoding, back office and local viewing These works will remove the obsolete DVR, NVR / DRAX & RAV equipment whilst keeping the system operational. Local recording will be installed, and centralised recording will be decentralised. Remote viewing and download capability will be maintained by adding the systems to an extended Video Management System. Encoders will be deployed (as required and dependant on the Phase 3 programme) for analogue assets to enable a switch-over from analogue to IP under Phase 3 without loss of recording. The encoders will be retained for any station that is not subject to renewal under the Phase 3 programme. Stations which have supported NVR and encoder equipment will be migrated off the CCTV network to the SD WAN by the installation of switches and cabling infrastructure required. Additional servers and instances of the Video Management System application will be installed and commissioned to support the new NVRs being installed under this phase. At least 50% additional NVR capacity will be added to stations (grouped by channels. i.e. 16Ch, 32Ch, 64Ch 128Ch). Recovered equipment will be retained by the maintainer for inclusion in maintenance spares to enable repair whilst the project is ongoing. Equipment once commissioned will be added to the SWR corporate network and legacy circuits ceased. The back office design & build covers 139 sites (137 stations & 2 central hubs) Lot 2: Front of house design & build (West Region) Full renewal and enhancement of coverage of CCTV These works will deliver the full renewal and enhancement of existing obsolete and legacy CCTV camera, cabling, power, and physical infrastructure at stations whilst meeting railway standards. The DFT will expect SWR to renew and enhance the legacy station CCTV assets identified by the asset owner with a new compliant CCTV solution upgrading analogue cameras to IP & the project will ensure supporting CCTV infrastructure i.e., NVRs, servers, structures, cabling, power supplies, local viewing equipment and cabinets are upgraded where required. These works will see installations at all stations that do not have video surveillance and at those where stand-alone life expired systems are installed. Following these works all SWR managed stations will be visible remotely. In addition, all footage will be available to review and download remotely for all users with appropriate user privileges. A detailed systems and telecoms design will be required to include enhancements needed to the centralised architecture and detailed design for each station. This design will enable stakeholder sign-off including Landlords and Listed Buildings consents. Additional cameras along with supporting cabling, columns, civils works, and containment will be required to ensure coverage is increased in line with business needs and industry standards and guidance. Upon completion of these works SWR will benefit from leading edge CCTV technologies (HD cameras, video analytics, AI functions) across the whole SWR estate which meet railway standards, support station management, and provide better security through increased CCTV coverage, automatically identifying trespass, over-crowding, and dramatically improved video footage / search facilities. The West region covers 46 sites. Lot 3: Front of house design & build (Metro Region) Full renewal and enhancement of coverage of CCTV These works will deliver the full renewal and enhancement of existing obsolete and legacy CCTV camera, cabling, power, and physical infrastructure at stations whilst meeting railway standards. The DFT will expect SWR to renew and enhance the legacy station CCTV assets identified by the asset owner with a new compliant CCTV solution upgrading analogue cameras to IP & the project will ensure supporting CCTV infrastructure i.e., NVRs, servers, structures, cabling, power supplies, local viewing equipment and cabinets are upgraded where required. These works will see installations at all stations that do not have video surveillance and at those where stand-alone life expired systems are installed. Following these works all SWR managed stations will be visible remotely. In addition, all footage will be available to review and download remotely for all users with appropriate user privileges. Lot 4: Front of house design & build (Central region) Full renewal and enhancement of coverage of CCTV These works will deliver the full renewal and enhancement of existing obsolete and legacy CCTV camera, cabling, power, and physical infrastructure at stations whilst meeting railway standards. The DFT will expect SWR to renew and enhance the legacy station CCTV assets identified by the asset owner with a new compliant CCTV solution upgrading analogue cameras to IP & the project will ensure supporting CCTV infrastructure i.e., NVRs, servers, structures, cabling, power supplies, local viewing equipment and cabinets are upgraded where required.
