This notice involves the setting up of a dynamic purchasing system. Warwickshire County Council invites applications from suitably experienced operators for admission to their Dynamic Purchasing System (DPS) for the provision of road traffic surveys. The period of validity of the DPS will be 4 years from commencement. Lot 1: Automatic traffic counts (ATC) Automatic Traffic Count surveys capture the volume, speed and classifications of vehicles travelling on the highway network where the equipment is deployed. This survey typically runs for two weeks at a time. Additional information: Warwickshire County Council will be using its e-tendering system (In-Tend) for the administration of this procurement process and providers must register with the system to be able to express an interest. Once registered, all correspondence for this procurement process must be via the In-Tend correspondence function. However, if you are unable to register with the website please email us at procurement@warwickshire.gov.uk. Once a Supplier has successfully completed their application to the DPS and the initial 30 day period is complete, operators will be advised of the opportunities available as and when they arise. Operators can then choose whether they want to bid for the requirement or not (it is not compulsory to bid for every opportunity offered, and all operators within the DPS approved Supplier list will be informed of the opportunity, but can choose whether or not to bid on an individual basis). Lot 2: Junction Turning Count (JTC) Junction Turning Count surveys capture the number of vehicles turning in/out of junctions. They can also be used on roundabouts and more complex junctions using multiple pieces of equipment. This survey typically runs over a few weekdays. Active travel surveys can also capture pedestrians and cyclists using junctions to cross. These surveys can sometimes pick up other forms of active travel. This survey typically runs over a few weekdays and a weekend. Lot 4: ANPR Surveys Automatic Number Plate Recognition surveys provide journey time data as well as origin and destination data. This survey records the number plate of a vehicle as it passes through one sensor and when it is located at another sensor it will provide the time it took to travel between them as well as where it started and finished its journey according to the sensors, no exact locations are provided. ANPR surveys can also provide the emissions of the vehicles travelling the routes. This survey typically runs over a few weekdays. On-street parking surveys include the time of arrival/departure and if they are in contravention of the rules where they have parked. Off-street parking surveys can provide occupancy at different times of day and arrival/departure times. This survey typically runs over a singular weekday and a singular weekend.
