RM1043.8 Provision of Engineering Services for DVLA Utilities and Drivers Programmes of Work

Work done so far As part of an ongoing transformation programme there is a strong focus on transforming and migrating systems and services away from legacy technology to cloud based architecture. The systems mainly related to driving licence services that are used by citizens, commercial organisations and other government departments. The transformation programme is in it’s final phases and require a supplier to maintain the momentum for both the transformation and development and maintanace of the common components used to support these and other DVLA services The DVLA Digital capability has been structured as a product organisation with each technical product fulfilling objectives for one or more projects or programmes and maintaining operational running. Products are in various states of maturity and depending on the demand and capacity within the product will need additional resources to meet project and operational objectives. DVLA is currently using both AWS and Azure. Application development primarily uses AWS as a cloud provider. Which phase the project is in Not applicable Existing team DVLA has in place a number of digital development teams working on a range of different projects and business as usual activities using Agile methodology. These teams are a combination of internal employees and external development partners. The expectation is that development teams will be blended with DVLA employees and members from one or more development partners The existing Product teams in DVLA includes Technical Product Managers, Agile Delivery Managers, Delivery Managers, Business Analysts, Software Engineers, Infrastructure Engineers and Testers, Cloud Engineers, Platform Engineers, and Solution Architects. The product teams are blended squads and work closely with business Service Designers and UX / UI. A typical DVLA squad consists of Software Engineers, BA, Architect, an Agile Delivery Manager, Product Owner, and SDET. There is an incumbent Supplier. Address where the work will be done The work will take place in DVLA offices in Swansea (DVLA, Morriston, Swansea & DVLA, RLDC, Swansea), and the supplier resource will work both remotely (within the UK) and with requirement to attend site a minimum of 3 days a week, but this could increase during the lifetime of the contract. This will be agreed with the DVLA Delivery Manager within Statement of Work iterations. Main Office Address: Longview Road, Morriston, Swansea, SA6 7JL Working arrangements Full Time, 5 days a week The charging mechanism in place for the Call-Off Contract and any agreed Statements of Work will be Time & Materials. Suppliers shall provide transparency to the Buyer on the rates paid to resources & the supplier is also required to provide accurate information regarding any third parties in the supply-chain, by providing this data helps the buyer comply with all relevant tax and legal requirements including IR35. Rates should be inclusive of T&S. Statements of Work will be issued to define the deliverables. The supplier’s team will need to work effectively with existing and future teams (both civil servants & other suppliers). Any team members accessing live data/production environments and Lead Engineers will need to hold SC clearance. Evidence of clearance must exist before access to accounts/systems can be provided. Latest start date 2025-02-19 Enter the expected contract length: 1 year, 6 months Special terms and conditions Suppliers must be able to provide resources within a 2-week notice period from signing of Statement of work with the necessary skills to minimise impact on delivery. This requirement constitutes a supply of resource: the off-payroll rules will apply to any workers engaged through a qualifying intermediary, such as their own limited company. If the rules apply, the buyer is responsible for determining the worker’s employment status for tax, and they will produce a status determination statement (SDS) including the reasons for their determination. For further guidance HMRC’s off-payroll working guidance The supplier may also be required to support out of hours working and/or supporting the components developed (this would include problem investigation-and-development changes in-hours(between 9am and 6pm Monday to Friday)). SC-level clearance would be required for any direct Production activity. DVLA is responsible for the overall business requirements and solution architecture but supplier may be required to contribute by adding their expertise. Confirm if you require a contracted out service or supply of resource Supply of resource: the off-payroll rules may apply Summary of work DVLA requires a supplier to provide a supply of specialised resource to support the delivery of the departments ambitious change and operational programmes. These programmes broadly looks to re-architect and re-engineer all IT systems onto new cloud-hosted commodity IT platforms, whilst also developing common components to support the new transformed services and existing digital services. These systems are to integrate together and into a number of common components. Where the supplied staff will work Wales Why the work is being done DVLA are looking for a supplier to support the delivery of their pipeline of work. The supplier will work as part of a blended supplier approach, directed by DVLA. They will support DVLAs delivery of improvements, in line with the Agency’s plan. DVLA is seeking a supplier to provide expertise and specialism to boost capacity and enhance capability in order to meet the outcomes of this requirement. We require a supplier who is able to help us to uplift our internal capability with a range of skills, whilst providing a short-term uplift in capacity to assist in the delivery of a number of technical deliverables. DVLA will take the lead responsibility for delivery of programmes, projects or individual pieces of work. The supplier will generally work as part of DVLA blended teams and will need to adhere to the DVLA technology standards (work will be agreed via individual Statements of Work). The DVLA have an extensive change pipeline and approved programmes of work to be delivered, and need to ensure that there is a mechanism in place to ensure that development capacity required for deliverer can be onboarded in a timely manner to meet delivery objectives This service provision needs to be able to provide technically skilled, experienced resource to deliver the technical solutions to meet DVLAs programmes of work. The business problem you need to solve DVLA have a broad portfolio of Digital and Technology work and regularly support the delivery of urgent work to underpin the Governments response to emergencies/critical needs. The unplanned and often critical nature of demand require a supplier to work at pace to meet user needs, in line with wider Government Digital Service Standards and assurances. DVLA requires a supplier to provide a flexible delivery of highly skilled Engineering developers/support services to aide in the design, development and support of the Utilities and Drivers Programmes of work. The supplier may also be required to support the components developed, this will be dependent on the maturity of to product that the statement of work will be aligned to. This would cover 4th line support (primarily investigation and code changes) in-hours (between 9am and 6pm Monday to Friday) with potential for out-of-hours All deliverables must be in line with DVLA solutions. The appointed supplier shall have the ability to deliver a mix of engineering services in line with deliverables, as set out in the individual Statements of Work as well as having the ability to interact and give guidance on best practice and react to technical challenges. DVLA is responsible for the overall business requirements and solution architecture. First user type: DVLA Business projects and programmes, Information Assurance Group, Cyber Security, existing business areas (e.g., Human Resources, Finance, Estates), General Public, Other government departments. Mixture of internal and external facing systems: Internal – transactional processing, data sharing, reporting and MI. External – Public facing applications and enquiries
