Market engagement event for the provision of victims’ support service: outreach services in Lincolnshire. The purpose of this engagement event is to discuss, with market providers, requirements for a victims’ support service: outreach service to the police and crime commissioner for Lincolnshire (“PCC”). The PCC, has a wide remit to cut crime and improve community safety in Lincolnshire. In addition, the PCC is committed to ensuring that anyone who is affected by crime in Lincolnshire receives the support they need, regardless of whether they choose to report the crime to the police or not. Police and crime commissioners were given the power to commission local support services for victims of crime by the anti-social behaviour, crime and policing Act in March 2014. The PCC receives a grant from the Ministry of Justice (“MoJ”) to commission local victim support services, in line with the code of practice for victims of crime 2015 and to support victims to achieve cope and recover outcomes. The PCC commissioned the development of a victims’ strategy in February 2017, this led to a number of recommendations to build on the good work to support victims of crime in Lincolnshire. Following this, a needs assessment was undertaken and new model of services designed. The PCC now wishes to commission a provider (“the Provider”) to deliver an outreach service (“the Service”), which will be an integral component of the model. This service will accept referrals from the contact and case management team in cases where additional practical or emotional advice, support or information is needed. This may be relevant in the following circumstances: — where face to face engagement would be beneficial, — where needs are considered to be complex and require a more detailed needs assessment and coordination of support, — where the vulnerability of the victim requires more extensive engagement and support, — where support plans require medium to long term management and coordination. The service should be focused on outcomes, helping victims to cope and recover, operating in a flexible and agile way to be responsive to the needs of the individual. The service is expected to work closely with the contact and case management team and other specialist service providers to ensure victims receive a seamless and integrated service. The new service will need to be operational from 1.10.2018. The event will provide an outline of the services required and will take place on Monday 9.4.2018 commencing at 11:00 GMT and will end no later than 16:00 GMT. The location for the event is: Lincolnshire Police HQ, Deepdale Lane, Nettleham, Lincoln, LN2 2LT. Please note there is a limit of 2 delegates per organisation.
