Summary of work The Met Office Digital Services team are looking to procure an external delivery partner to secure the ongoing support and delivery of the direct Digital Portfolio (the website and mobile apps- android and iOS) for up to 3 years, via a 2-year +1-year contract. Met Office may require multiple teams working on projects so the ability to scale is a requirement. Access to Met Office systems requires SC clearance. Where the supplied staff will work South West England Where the supplied staff will work No specific location (for example they can work remotely) Why the work is being done The Public Weather Service Customer Service Agreement (PWS CSA) sets deliverables for the Digital Services Team. This currently runs until the end of FY 25/26. The Citizen and Engagement Strategy (CES) is also due to end in March 2026. This contract will provide support for delivery of the current defined requirements until the new strategies and requirements are defined. The business problem The Met Office currently relies on a delivery partner to support and deliver the following capabilities for the public website and mobile apps: • The current Public Weather Services (PWS) customer deliverables and performance measures as committed in the Customer Service Agreement (CSA). • The outcomes and deliverables within the Citizens and Engagement Strategy (CES). • Delivering new demand for products and services that fall outside of the PWS remit (e.g., advertising). • Operational resilience and legal compliance activities required across the portfolio. • Lifecycling and maintenance of the website and mobile apps, including PWS products and services and organisational products and services (e.g. our careers site). The people who will use the product or service User type: General public Definition: As a member of the public I need to access accurate and up to date meteorological services so that I can plan my activities and stay safe and thrive Any pre-market engagement done Early Market Engagement has been held on this and a set of slides from that session is included in this opportunity. Which phase the project is in Live Existing team The internal resources that will be involved in this contract are as follows: • 2 FTE Product Managers: 1 x website Product Manager 1 x apps Product Manager Digital Services resource • 1 FTE Senior Product Manager: Oversees Citizen Products portfolio including the Consumer Digital Platform (CDP) Digital Services resource • 1 FTE Digital Manager: Completes Contract Management activities Supports the Citizen Product Portfolio Digital Services resource • 0.5FTE Solutions Architect: Technology resource • 0.5 FTE Delivery Manager: Technology resource Address where the work will be done Occasional attendance at the Met Office headquarters in Exeter, Devon. Work itself is carried out in Met Office Cloud environments, to which the supplier is given access. Working arrangements Work is largely performed remotely with occasional attendance on site in Exeter for meetings with the Digital team. Travel and subsistence require prior approval and are subject to Met Office travel policy a copy of which will be shared with the successful supplier. Security and vetting requirements Security Check (SC) More information about the Security requirements: SC clearance is required to work on Met Office systems. Latest start date 23 June 2024 Expected contract length Contract length: 2 years 0 months 0 days Optional extension: 1 years 0 months 0 days Budget Indicative maximum: £11400000 Indicative minimum: £7600000 Further information: The value of the initial 2-year contract term will be up to £7.6 million. The 12-month extension will have a value of up to £3.8 million. If the extension is exercised the overall contract value will be up to £11.4 million. Note that this is a limit figure. Actual spend will be determined on an annual basis according to the available budget and in-year requirements. Contracted out service or supply of resource?
