Description

The purpose of this VEAT is to inform the market of delays to the procurement process and programme and subsequent cost increases for the Ice Rink Package element of the refurbishment of Dundonald International Ice Bowl. All values within this notice have been given a nominal amount of 1p and information on the final awarded value will be provided in the contract award notice. The project is for the provision of Dundonald International Ice Bowl Ice Rink Package and Associated Works The proposed Olympic ice rink specialist package will include both design and installation. Lot 1: The contract notice for the Dundonald International Ice Bowl (DIIB) Ice Rink Package was advertised on 17 July 2020 with the PQQ being issued on this date. The ITT was issued on 25 April 2022 and closed on 01 July 2022 at which point an evaluation was completed and Toromont Industries (CIMCO refrigeration) were informed they were the preferred bidder in the process and their tender price was accepted on August 19 2022. The intention of this procurement process is that the appointed Contractor for the Ice and Associated works will be novated to the Main Contractor and will become a Sub Contractor to the Main Contractor. Therefore, this Contract could only be awarded and novated to the Main Contractor once Lisburn & Castlereagh City Council had appointed them. Due to circumstances which could not have been foreseen at the time of publication of the Contract Award, there has been a number delays in the procurement process for the Main Contractor and consequently the final award and novation of the Ice Rink Package has not been completed in the time frame envisaged. Despite the best efforts of LCCC, the novation of the contract has not been completed in the time-frame envisaged. Due to this delay in the procurement process and inflationary pressures, LCCC are now required to increase the value of this contract. The agreed increase in value is anticipated to be 17percent of the originally tendered price. Given the delays in the procurement process, of the Main Contractor, the Programme has also been updated and it is anticipated the Ice works will be completed in November 2026. Regulation 72(1)(c) permits these changes due to unforeseen circumstances which a diligent contracting authority could not have foreseen and the overall nature of the contract is not altered and the anticipated increase in value does not exceed 50percent of the original contract value.
