Northern Powergrid Metering currently provide conventional and Smart metering solutions to a number of energy suppliers, as part of Meter Asset Provision (MAP) agreements. The energy meters are supplied to each of the suppliers, or their appointed Meter Operator (MOp), who will install the meters within premises. These installations can be either replacement meters, or new installations. Northern Powergrid Limited is looking to procure a Framework Contract which will include but not be limited to the following aspects: — Refurbishment, Inspection and testing regime. — Warehousing, distribution, fault management, configuration and programming. — Scrapping of old redundant meters. Northern Powergrid Limited is looking to procure a Framework Contract which will include but not be limited to the following aspects: — Refurbishment, Inspection and testing regime. — Warehousing, distribution, fault management, configuration and programming. — Scrapping of old redundant meters. A brief outline of each required service is highlighted below. Workstream 1 — Electric and/or Gas Meters. The supplier will carry out a preliminary check (Triage) identifying the reason that assets have been removed from service E.G. faulty, functionality, customer/installer damage and determine the next steps and follow a pre-agreed action plan. As well as identifying the reasons removal, the supplier should be able to identify assets within the warranty period. The action plans may lead to action being taken in Workstream 2 however, may require a written report in a format agreed by NPg containing mandatory information allowing NPg to progress a commercial settlement. This may also mean carrying out limited testing prior to returning the assets to the manufacturer as part of their warranty process. As well as items returning from service the supplier will perform pre-delivery tests, checks and programming where appropriate prior to being repatriated for re-use. The meters could be of any vintage and of any model and this also applies to all workstreams listed below. Electric Meters — Workstream 2. Following pre-agreed guidelines the supplier will identify from the returned assets those being capable of being refurbished, cleaning them as far as reasonably practical, make minor repairs and undertake electrical safety tests making sure that there is no danger when they are re-installed. The remaining electricity meters which are unable to be refurbished will be scrapped to ensure that they no longer have any identification and the scrap produce is to be disposed of meeting all relevant legislation and providing a source of revenue to Northern Powergrid. The supplier will adhere to agreed data requirements in a format determined by Northern Powergrid and in accordance with Service Level Agreements for the provision of information. Gas Meters — Workstream 2. Following pre-agreed guidelines the supplier will identify from the returned assets those being capable of being refurbished, cleaning them as far as reasonably practical, make minor repairs and undertake gas safety tests including gas escaping within the measurement chamber and or not registering making sure that there is no danger when they are re-installed. The remaining gas meters which are unable to be refurbished will be scrapped to ensure that they no longer have any identification and the scrap produce is to be disposed of meeting all relevant legislation and providing a source of revenue to Northern Powergrid. The supplier will adhere to agreed data requirements in a format determined by Northern Powergrid and in accordance with Service Level Agreements for the provision of information. Workstream 3. The supplier will provide warehousing for stock including returns from service ahead of being processed through Workstream 1 & 2 along with the assets awaiting repatriation and onward delivery. In addition the supplier will provide a nationally recognised point of return in line with that published via the UKMF website supporting MAP/MOP operational processes. Required also will be a central point of contact for highlighting required gas asset collection and supporting UK wide collection service usually from a central location from the energy suppliers.
