Lancashire Renewables Ltd operates two waste recovery parks in Lancashire, located in Farington near Leyland and also in Thornton. The company's key objectives are to receive, treat and transport waste in accordance with the targets and service requirements set out in the SLA between the company and its majority shareholder, Lancashire County Council. The company handles household and residual waste (circa 400,000 tonnes p.a) in Lancashire. As an integral part of the company's waste processing activities, the waste needs to be hauled by road transport from source, through to processing and final discharge. The majority of haulage requirements are serviced by the company's fleet of 30 HGVs which currently consists of: - Fourteen 6x2 tractor units hauling walking floor trailers - Sixteen 6x4 tractor units hauling ejector trailers (capable of landfill site operations) All tractor units and trailers are leased through a single supplier. The lease agreement is inclusive of maintenance. Lot 1: Commencing circa 01/09/2025, the company intends to replace the existing fleet of tractor units and trailers with a new fleet. This will be under a framework agreement with the new leases expected to be at least five years in duration. The leasing and maintenance structure under the new framework agreement will be similar to the company's current framework arrangement. However, due to changes in the company's waste processing activities and waste offtake destinations, the range of vehicles required under the new framework will be greater, with a different combination and broader array of vehicles than that which the company currently possesses. The new fleet will likely consist of a combination of: - 6x2 tractor units - 6x4 tractor units - Walking floor trailers - Ejector trailers (standard variety, and a variety suitable for bulk food waste haulage) - Tanker trailers - Roll on / roll off vehicle The purpose of this PIN is to notify the market of our upcoming tender opportunity and invite general expressions of interest. The company may hold dedicated market engagement meetings with organisations who operate in this sector and scope potential solutions which may inform our tender documentation (primarily vehicle specifications). Interested organisations are invited to submit a brief powerpoint presentation to james.mynott@lancashirerenewables.co.uk by no later than 10:00 on 29/04/2024. It is suggested that the presentation is four slides in total and covers the following: - Provide a brief overview of your operations, including:- o Company structure, ownership and history o Annual turnover o Typical client base - Locality to enable servicing and maintenance of the fleet no further than 15 miles by road from the company's facility at Farington (PR26 6TB) using a route suitable for vehicles of the type required by the company. - The types of vehicles and equipment you can provide, including details of any preferred manufacturers used. - Any specific issues that would either encourage or discourage you from bidding for a contract to deliver the service to LRL. Presentations will be reviewed, and the company will likely invite up to four organisations to discuss potential solutions in more detail. The company reserves the right to invite less than four organisations if it so chooses. Any dedicated market engagement meetings will likely be conducted in May 2024. Additional information: It is anticipated that the tender opportunity will be published on The Chest (https://www.the-chest.org.uk/) in the latter half of June 2024. Interested organisations are recommended to register for the Chest in preparation for the tender opportunity.
