Description
The Norwegian Police Shared Services [Politiets fellestjenester (PFT)], hereinafter referred to as the contracting authority, will enter into a framework agreement for written translations, translator services, linguistic checks and foreign language dialogue transcription. A more detailed definition of the terms can be found in Annex 1 - Contracting Authority's Requirement Specifications. Based on previous years’ procurements, the contracting authority, without obligation, estimates a combined scope of approx. NOK 12.5 million excluding VAT during the contract period including options. Reservations are made regarding unforeseen events or major changes in the contracting authority's needs, which can result in an extended need beyond the probable estimate for the services. These reservations could increase the scope of call-offs on the contract by up to NOK 80 million excluding VAT. The procurement is divided into four lots, described in more detail in the further announcement. Lot 1: Written translations and translation services - Northern Norway The lots under the framework agreement apply to the police districts of Finnmark, Troms, Nordland, Trøndelag and Møre- og Romsdal as well as the following specialised bodies/units under POD: Border Commissariat [Grensekommissariatet]. The contracting authority will enter into parallel framework agreements with up to 3 tenderers for the lots. The call-off mechanism is the waterfall method (in order of priority), so that the tenderer ranked number one is requested first. If tenderer one cannot deliver in whole or in part in accordance with the Contracting Authority's request, tenderer number 2 will be requested. If tenderer no. 2 cannot deliver in whole or in part in accordance with the Contracting Authority's request, number 3 is requested. Lot 2: Written translations and translation services - Western and Inland Norway The lot under the framework agreement applies to the Western, South-Western and Inland police districts. The contracting authority will enter into parallel framework agreements with up to 3 tenderers for the lots. The call-off mechanism is the waterfall method (in order of priority), so that the tenderer ranked number one is requested first. If tenderer one cannot deliver in whole or in part in accordance with the Contracting Authority's request, tenderer number 2 will be requested. If tenderer no. 2 cannot deliver in whole or in part in accordance with the Contracting Authority's request, number 3 is requested. Lot 3: Written translations and translation services - Southern and Eastern Norway The lots under the framework agreement apply to the Agder, South-Eastern and Eastern police districts and the following specialised bodies/units under POD: the National Mobile Police Service [Utrykningspolitiet (UP)], the Norwegian Police Immigration Service [Politiets utlendingsenhet (PU)]. The contracting authority will enter into parallel framework agreements with up to 3 tenderers for the lots. The call-off mechanism is the waterfall method (in order of priority), so that the tenderer ranked number one is requested first. If tenderer one cannot deliver in whole or in part in accordance with the Contracting Authority's request, tenderer number 2 will be requested. If tenderer no. 2 cannot deliver in whole or in part in accordance with the Contracting Authority's request, number 3 is requested. Lot 4: Written translations and translation services - Oslo Region The lots under the framework agreement apply to the Oslo Police District and the following specialised bodies/units under POD: Økokrim, Kripos, the Police Joint Services, Police ICT Services, Police University College, National ID Centre and the Police Directorate (administration). The contracting authority will enter into parallel framework agreements with up to 3 tenderers for the lots. The call-off mechanism is the waterfall method (in order of priority), so that the tenderer ranked number one is requested first. If tenderer one cannot deliver in whole or in part in accordance with the Contracting Authority's request, tenderer number 2 will be requested. If tenderer no. 2 cannot deliver in whole or in part in accordance with the Contracting Authority's request, number 3 is requested.
