Description

Oxfordshire County Council are commissioning and procuring an Adult Short Breaks service for those with a Learning Disability. This will be delivered as building based support with emergency and outreach support included as an option. Eligibility and level of allocation will be assessed on a case-by-case basis. This design incorporates the flexibility for families to access Adult Short Breaks to fit around their lives and any arising needs. The subject matter of this procurement process relates to the delivery of services which are listed in Schedule 3 to the regulations. As such, the procurement process adopted by the Commissioners has been developed in accordance with Regulation 76 of the regulations and in particular in accordance with the fundamental public procurement principles of transparency and equal treatment. For the avoidance of doubt this means that the Commissioners have not adopted the open procedure (as such term is defined in the regulations) for the undertaking of this procurement process. The fact that in this Contract Notice at Section IV.1) the field/box relating to type of procedure may default to the term ‘Open’ does not mean that this procedure is being followed by the Commissioners. Lot 1: The service has been co-designed with people who use the service and their families. Adult Short Breaks can be building based at one of the Short Break buildings or as Outreach which can be in the person’s home or out and about. The Service Provider will deliver Short Breaks to a minimum of 170 people per annum, up to 25% of these may be delivered as Outreach support. People will have the option to use their allocation interchangeably between building based and outreach support. The Short Breaks buildings will be in three locations within Oxfordshire which will be specified by the Council, which includes provision for emergencies. This represents meeting the need of a minimum of 60% of families who are eligible to receive the service. The Council and the Service Provider will work in partnership to ensure all buildings will be adapted to accommodate the needs of those with a physical/sensory impairment and wheelchair accessible, inclusive of reasonable specialist equipment.
