CER0028 Replacement Roads Maintenance Management System (Asset Management)

SLC is seeking to engage with the market regarding a Replacement Roads Maintenance Management System (Asset Management) The new system should be fully integrated to include modules or be able to FULLY interface with other systems for: Network creation/maintenance of: - Network types - Network road elements including all attributes - Inspection groups - Groups of Inspection groups - Bulk network updates Create and maintain Assets: - Create Asset types - Assets on a Route Full CRM enquiry system for recording all enquiries and faults. Recording all customer details - Recording all details of enquiry using enquiry category, class and type - Plotting location of enquiry on network - Allocation to officer via e-mail - Action and remarks fields - Creation of defect direct from Enquiry screen - Status updates (system generated if defect created) - Full reporting facilities Carry out inspections on road network, raise defects and create and maintain Works Instructions. Administer and control budgets for works categories and types. - Holds full road network type inventory - Create Inspections and defects on network on map - Create works instructions for a single or multiple defect - Attach BofQ as estimates to Works instructions - Attach related documents to the Works instructions - Create cyclic maintenance works instructions - Create and maintain multiple term maintenance contracts including Contractor details and all standard bill items/rates - Create and maintain client budgets allocated to various work types and activities. - Financial Management and Budgetary control in terms of works measure processes - Interfaces to CPA Finance System and other FMS - Loaders for Mapcapture inspection data Record and maintain records of Structures asset - Record and maintain inventory - Schedule inspections - Record inspection details against the asset Full asset management with works management system for the Street Lighting asset. - Create/Maintain SL inventory - Record and process faults - Create and issue works instructions - Full reporting capabilities - Create and maintain client budgets allocated to various work types and activities. - Financial Management and Budgetary control in terms of works measure processes - Interfaces to CPA Finance System and other FMS Costing/accounting module including stores/materials and staff - Recording of all Contractor costs including labour, plant and materials and overheads - Facility to works across multiple sites/depots - Measure and valuation process for works completed - Ability to export financial data to the RMMS - Provides data to give transparency for benchmarking costs - Provides data for monitoring Contractor efficiency and productivity - Provides data for monitoring operating surplus - Stock management of all road related materials including road salt and the ability to carry out stock checks and stores reconciliation. Street Gazetteer Mobile Working Pavement Management/Scheme Management Ability to interface with SRWR, Mapping layers, SRMCS data, FMS
