This is a Works and Services mixed contract. Please note: 1. This Prior Information Notice (PIN) is intended to alert providers to an opportunity to provide waste disposal and engineering services for Derbyshire County Council and Derby City Council (together ‘the Councils’). 2. At the centre of the proposed service is the Derby and Derbyshire Waste Treatment Centre (DDWTC) at Sinfin Lane, Derby, DE24 9GF. 3. The DDWTC is a treatment facility for the disposal of residual municipal waste collected by the Councils. It comprises of a Mechanical Biological Treatment for the drying of waste; a Mechanical Recovery Facility for separation of recyclable materials; and a thermal treatment facility using Advanced Conversion Technology (ACT) (gasification) for the end disposal of residual waste. Heat produced by the ACT is used to generate electricity. 4. The DDWTC is currently not operational, and rectification works have been identified to bring the facility back to operational status. 5. The DDWTC is designed to treat 190,000 tonnes of residual waste a year. 6. In addition, the Councils have a further 50-60,000 tonnes of excess residual waste which is not treated at the DDWTC, and it is envisaged that a future procurement would seek to find both a solution for the DDWTC and for disposal of excess waste. 7. Relevant economic operators are invited to respond to this PIN to enable the Councils to determine future commercial parameters which would attract a market response to the opportunity. 8. Areas for discussion with interested parties include commercial risk and reward; contract duration; performance and operational parameters; waste disposal and logistics. 9. The anticipated procurement route is Competitive Dialogue. 10. Relevant economic operators will be given access to information pertaining to the DDWTC once they have signed a Confidentiality Agreement. 11. The estimated Value INCLUDING VAT is £888000000. 12. You are required to express your organisation's initial interest in the project by emailing a confirmatory letter to Rachael.Andrews@derby.gov.uk. by no later than 12:00 hours on the 04/04/2023. Please also confirm this via a return on the the electronic tendering portal by the same time and date. Lot 1: 1. Additional information: The PIN notice informs relevant economic operators, that the Councils are seeking to undertake market engagement to inform their future procurement and contracting options for future waste disposal services, including the rectification and operation of the Derby and Derbyshire Waste Treatment Centre (DDWTC) at Sinfin Lane, Derby DE24 9GF. The Councils have yet to determine the definitive procurement route (likely to be Competitive Dialogue), any contract options and contract structures. These will be informed by Soft Market Testing. Such options may include the use of multiple procurements including Works and/or Services contract and ancillary contracts to ensure all required waste services are procured and contracted . Relevant Economic operators interested in the opportunity should contact the Councils using the email address above. This proposed procurement will be administered using the Proactis Electronic Tendering Portal.
