1. Background 1.1 This project comprises of the urgent refurbishment and upgrade to passenger lifts at two Sheltered Housing blocks, Catherine Godfrey House, and George Crouch Centre. 1.2 These lifts have been performing poorly and recently there has been a further deterioration of performance and increased periods of non-operation. Due to heavy usage, these lifts are now considered at the end of their economic life and given the condition, increasing costs of maintenance and difficulty sourcing parts, and the increasing periods of non-operation, it is the view of the Council’s lift engineer that there is no other viable alternative but to fully upgrade the lifts. 1.3 The procurement of these upgrading works will improve reliability and bring the lifts up to the expected standard to improve the level of service for residents. 1.4 The blocks to be worked on under this project do not have leasehold implications, therefore Section 20 of the Landlord and Tenant Act does not apply. 1.5 The tender will be conducted in one stage, known as the Open Procedure as the tender is ‘open’ to all organisations who expression their interest in the tender. The Open Procedure includes minimum requirements, which must be achieve before their evaluation Award Criteria is considered. The tender stage contains a detailed specification including full industry safety standards and full certification to meet and be able to demonstrate that we are meeting our landlord responsibilities. Selection criteria will look at the history and experience of the tenderers’ organisations and award criteria will be “forward looking” to assess how the tenderers will deliver the service.
