St. Vincent's University Hospital (SVUH) is a major academic teaching hospital, providing 24 hour emergency service and national/regional medical care at inpatient and outpatient level. All Medical Gas Pipeline Systems (MGPS) are maintained in accordance with statutory requirements, current regulations and standards to ensure patient and staff safety, enhance operating efficiency and minimise risk of failure. The principal objective of this tender is to procure services to maintain the Hospital’s medical gas pipeline system ensuring that the system fulfils the objective of delivering medical gas with the correct identity, pressure, quality and adequacy continuously. The Tenderer will provide complete MGPS maintenance services and the facility of a reactive maintenance service to support SVUH Estates Department. It is required under this tender that the MGPS is maintained in line with HTM 02-01 Part B: Operational Management or equivalent standard as a minimum. The Tenderer will provide a complete planned preventative maintenance service (PPM) and the facility of a reactive maintenance service to support SVUH Estates Department over 24/7/365 basis. The Tenderer will also be able to provide a series of associated services when required by SVUH, and in particular consultancy, surveying and engineering drawing services. In particular: A) Supply of specialist personnel to carry out preventative maintenance and servicing on all plant and equipment as detailed in the MGPS Asset Register and Schedule of planned maintenance requirements. B) Supply of specialist personnel on a time charge basis, when required to carry out reactive maintenance. C) Supply of materials, spare parts, plant, tools, transport, test instruments, chemicals, lubricants and other sundry materials as required and only installed on instruction by SVUH. D) Provision of MGPS consulting services as required by SVUH for the purpose of audit of existing systems and/or scoping new installations. E) Provision of minor installations and repairs as required. E) Provision of surveying services and creation of engineering drawings using appropriate systems, to cover both existing and any new MGPS. The assets required to be maintained under this contract are listed in the MGPS Asset Register and cover the following: Oxygen, Nitrous Oxide, Medical Air 400kPa, Medical/Surgical Air 700kPa, Medical Vacuum, AGSS. A suitable maintenance schedule will be agreed with SVUH based on the asset register. The agreed schedule will allow with the requirements of HTM 02-01 Part B or equivalent standard as well as manufacturers recommendations. Each asset must be individually checked and electronically recorded. All site works must be recorded and signed off on an electronic work docket by an appointed member of the SVUH Estates Department.
