Travel agency services

Description

The contracting authority invites tenderers to submit tender offers for travel agency services. The service must include ordering of plane tickets, hotels, rental vehicles, trains and consultancy services when employees travel individually and in groups on official journeys. Other relevant related services are also included in the procurement. Lot 1: The contracting authority would like to enter into a framework agreement that will ensure that the contracting authority makes the most rational and economical travel-related purchases at all times. We want professional and cost-effective travel agency services that facilitate a good electronic booking system. Manual bookings and consultancy are related to more complicated journeys and group travel. Even if consultancy is provided over the phone, we would like to refer to an electronic ordering system where possible. We would like consultancy regarding benefit programmes that the contracting authority should join in order to achieve accrual and withdrawals related to business travel. They must not be linked to the employee's profile. The contracting authority must be able to choose freely among airlines, hotel chains, rental vehicles, etc. Where the contracting authority has entered into separate agreements, and where preferable for the contracting authority, these will be handled in the offered web-based online booking system. This applies to both current and future contracts. In some cases, the contracting authority has booked flights directly through online web-based booking systems with airlines. This will also be relevant going forward. Kristiansand municipality plans to join the Norwegian Public Procurement Centre's joint agreement for air travel if this becomes possible. To use the agreement, it is mandatory to book through a travel agent. Tenderers must have the flexibility and routines to adapt to this agreement. Other contracting authorities mentioned in the tender documentation, point 1.1, is not covered by the joint agreement for air travel. The contracting authority notes that there are separate agreements for courses, conferences and hotel accommodation within Agder county, caravan transport services and taxis. These agreements have their own booking routines and will not be included as part of the offered travel agency service. Further information on any applicable agreements will be provided to the selected tenderer. In areas where the contracting authority does not have its own agreements, it is natural to utilise the ministry's agreements. The procurement comprises only official travel, and must not be used in connection with employee leisure travel. It is not possible to attach a benefit card to the employee's profile to earn points. Any benefit card must be connected to the individual municipality/company. See the tender documentation and annexes for further information.
