Dynamic Purchasing System of Non-Road Mobile Machinery

Since 2016, the City of Copenhagen and the City of Oslo have participated in a joint project for the Scandinavian Green Public Procurement Alliance (hereinafter “SGPPA”) together with the City of Stockholm towards the non-road mobile machine sector. — The City of Copenhagen expects to replace up to 7 wheel loaders within a 4-year time frame, — The City of Oslo will make their purchases through the Agency for Waste Management, “Renovasjonsetaten — REN”. The Agency is responsible for waste handling and use different types of NRMM on their facilities. The Agency needs to replace between 2-4-wheel loaders within the next 4 years. Tender is handled by Mercell Sourcing Services, use https://permalink.mercell.com/104836620.aspx Lot 1: The SGPPA-project will be set up through a DPS that will facilitate purchase of articulated wheel loaders with zero or low emission drivelines for internal usage within the Contract Authorities' own operation. See the Wheel Loader Specification for further information regarding the requirements for the machines. With the DPS the Contracting Authorities will have the possibility to purchase machines in the future that may not be currently present at the market but are under development. Thus, the DPS gives flexibility to further specify the Wheel loader specification with requirements aiming for the most environmental friendly solutions available on the market at all time through the term of the DPS. The experience of this DPS will later lead to the development of guidelines for green procurement procedures for other cities to use worldwide through the CNCA organization.
