COV - Supply and Operation of Local Electric Vehicle Infrastructure within the City of Coventry

Please note - this is not a live tender and is intended to serve as a Prior Information Notice (PIN) to a potential upcoming Procurement. The PIN replaces a previous PIN (Notice reference: 2023/S 000-015746) that has expired and was not acted upon. Coventry City Council is preparing for a future procurement in relation to establishing new Electric Vehicle Infrastructure within the City of Coventry. This is anticipated to be part funded by the Local Electric Vehicle Infrastructure (LEVI) Pilot scheme from the Office for Zero Emission Vehicles (OZEV) with the remaining funding supplied by the awarded supplier. The procurement will award a concession contract for a supplier to create four EV charging hubs in residential areas of Coventry where a high proportion of homes do not have access to off-street parking. The four sites will offer EV charging facilities with some of the sites also providing e-mobility vehicles for the general public to be able to hire for their use. Two of the proposed sites for these are public car parks, while the other two are community facilities, which are currently used by staff and visitors during the day but are unused at night. The proposal will see the car parks attached to the community facilities opened to residents for overnight EV charging. The Council will be seeking tender submissions for a single supplier or consortium to deliver all of the requirements outlined in this PIN notice. The single supplier / consortium will need to evidence its ability to deliver all of the requirements. The supplier / consortium may subcontract elements of the requirements but the supplier / consortium will be contractually responsible for the delivery of all of the requirements. Lot 1: An overview of the requirements to be delivered under the contract will be for the supply and ongoing operation (including support/maintenance) of: • 7 and 50kW Charging Points (113 anticipated). The charge points will be primarily all 7kW with a small number of 50kW points. • 11kW static wireless charging pads (13 anticipated) installed in disabled parking bays and 4 electric cars for hire by members of the public with a disability who qualify for their use. • 5 x e-car club vehicles for general public hire • 18 x e-bikes with docking stations for general public hire • 6 x e-mopeds with docking stations for general public hire • 16 x e-scooters (depending on changes to legislation) with docking stations for general public hire • battery storage facility at 3 of the 4 sites • solar canopies at 3 of the sites • Security gate - to allow access to users of the charge points at 2 sites. This is desirably expected to operate by allowing pre-registered residents the ability to scan a QR code through an app that will allow entry to the site • EV charging bay booking facilities to be made available at all sites • Realtime availability signs on charging bays at the two of the sites Please note the requirement and quantities provided in this notice could be subject to change prior to the tender being published. Further details including a full specification will be provided in the Invitation to Tender (ITT) when published. The awarded contract will also include the scope for the Council to call off any future requirements the Council may have for Electric Vehicle Infrastructure hubs from the full Local Electric Vehicle Infrastructure ( LEVI ) scheme (or any alternative funded scheme) with the awarded supplier / consortium. Additional information: Expressions of interest instructions: The tender will be published on www.csw-jets.co.uk and expressions of interest can be made now on the site to enable your organisation to be alerted by the site, if/when the tender is published. Suppliers who wish to express an interest are also invited to upload a short overview of their organisation, outlining their capability to deliver such requirements (as listed in our overview) and provide contact details for a representative. The overview should be no more than 2 sides of A4. The Council will review the overviews received and will engage with suppliers who demonstrate a capability to meet the requirements, as part of the Council's pre-market engagement prior to the tender. Suppliers not invited to participate in any pre-market engagement will still be able to participate and respond to the tender when published.
