This is an early market engagement notice issued by LHC Procurement Group (LHCPG) on behalf of LHCPG and our regional entities. This notice seeks to provide early notice of the market engagement and subsequent procurement activities LHCPG intend to carry out during 2024 in relation to the establishment of new frameworks. PLEASE SEE SECTION II2.4 FOR MORE DETAILS AND TIMESCALES FOR EACH PROJECT LISTED IN THIS SHORT DESCRIPTION SECTION. PLEASE SEE ADDITIONAL INFORMATION SECTION FOR THE LINK TO EXPRESS EARLY INTEREST IN ANY PROJECT LISTED. RETROFIT AND DECARBONISATION FRAMEWORK (N9) This framework will be the successor to LHCPG's successful Energy Efficiency Framework (N8). The new framework will be designed to support clients with delivering a range of retrofit and decarbonisation measures on their journey to achieving net-zero targets. It is planned that the tender will be released for bid applications in April 2024, and it is anticipated the new framework will be live in October 2024. ROOFING SYSTEMS AND ASSOCIATED WORKS FRAMEWORK (RS5) The new Roofing Systems Framework (RS5) will be the successor to LHCPG's current and successful roofing Agreement (RS4) which is due to expire in May 2025. This framework will provide an efficient, value for money procurement route for local authorities, social landlords and other public sector bodies for the design, supply and installation of roofing systems and associated works in all types of public sector refurbishment and new build projects. MODULAR BUILDINGS FRAMEWORK (MB3) The framework will cover the design, supply, installation and hire of permanent, temporary and refurbished modular buildings for the public sector and for a wide range of public buildings such as education, healthcare, emergency services, offices, community buildings and mixed use developments. PUBLIC BUILDINGS CONSTRUCTION AND INFRASTRUCTURE FRAMEWORK (PB4) This framework is the successor to our popular Public Buildings and Infrastructure Framework (PB3) and will be for the construction of new buildings, extensions, and refurbishment of public and social buildings and infrastructure works. SUPPLY AND INSTALLATION OF WINDOWS AND DOORS FRAMEWORK (WD3) This framework will be designed to support clients with the design, supply and installation of windows, residential doors, communal doors, entrance doors and associated products and for all types of public sector refurbishment and new build projects. The scope of the framework may be subject to change following pre-market engagement but is expected to include: PVC-U, timber and aluminium clad timber windows, fire rated and non fire rated timber and composite doors, and communal entrance doors RESIDENTIAL CONSTRUCTION FRAMEWORK WALES (H2W) LHC Procurement group (acting as the Central Purchasing Body for the Welsh Procurement Alliance (WPA) are planning to establish a Housing Construction framework in Wales. This framework is the successor to North and Mid-Wales Residential Construction Framework (H1NW) and New Build Housing Framework (H1) but is due to be extended to cover all of Wales. The framework will be for residential construction (and any associated community buildings. ARCHITECTURE DESIGN SERVICES FRAMEWORK (ADS2) This framework will seek suitable architecture firms for our Architecture Design Services framework (ADS2). This framework is the successor to our popular Architecture Design Services frameworks (ADS1 & ADS1.1) and will be for the architectural design services for public sector buildings across London. This pipeline opportunity has been listed on behalf of LHCPG and our regional entities: - Consortium Procurement Construction (CPC) - London and South East (LSE) - Scottish Procurement Alliance (SPA) - South-West Procurement Alliance (SWPA) - Welsh Procurement Alliance (WPA) This is an early market engagement notice issued which seeks to provide advanced notice of early market engagement and subsequent procurement activities LHC intend to carry out during 2024 in relation to the establishment of new frameworks: RETROFIT AND DECARBONISATION FRAMEWORK (N9) This framework will be the successor to LHCPG's successful Energy Efficiency Framework (N8). The new framework will be designed to support clients with delivering a range of retrofit and decarbonisation measures on their journey to achieving net zero targets. LHCPG has already carried out extensive pre-tender engagement and the framework will consist of the following workstreams: Workstream 1 - Consultancy: Combines energy policy and strategy development with grant funding support. Workstream 2 - Multi-Disciplinary Works: Focuses on multi-technology installations. Workstream 3 - Building Insulation & Performance (Passive): Covers various insulation types, including internal, loft, cavity wall, and external insulation. Workstream 4 - Heating Systems: Encompasses a range of heating solutions, from domestic to commercial systems, and integrates smart controls and energy systems where applicable. Workstream 5 - Control and Management Systems: Addresses building management systems (BMS) and individual metering, catering to the needs in communal heating systems and energy management. Workstream 6 - Electrical: Includes lots for Solar PV and Battery Storage, and Electric Vehicle (EV) Charging, responding to the growing demand for integrated energy solutions and EV infrastructure. It is planned that the tender will be released for bid applications in April 2024, and it is anticipated the new framework will be live in autumn 2024. The tender will be released for bid applications in summer / autumn 2024 and it is anticipated the new framework will be live in spring / summer 2025. The framework will be used to develop a wide range of public buildings such as education, healthcare, emergency services, offices, community buildings and mixed use developments and conversion of commercial buildings for residential use LHCPG intend to carry out engagement with interested parties in due course to discuss our initial proposals, timescales for the tender and gain feedback before finalising the framework and issuing the tender later this year. The tender will be released for bid applications in autumn 2024, and it is anticipated the new framework will be live in summer 2025. The tender will be released for bid applications in spring 2025, and it is anticipated the new framework will be live in autumn 2025 RESIDENTIAL CONSTRUCTION FRAMEWORK WALES (H2W) LHC Procurement group (acting as the Central Purchasing Body for the Welsh Procurement Alliance (WPA) are planning to establish a Housing Construction framework in Wales. This framework is the successor to North and Mid-Wales Residential Construction Framework (H1NW) and New Build Housing Framework (H1) but is due to be extended to cover all of Wales. Scope will be finalised following pre-tender engagement however is likely to include associated land purchases and financing: energy efficient buildings (e.g., by using a fabric first approach), using modern methods of construction, timber framed dwellings and the installation of district heating systems. Pre-Tender Engagement is anticipated to take place in April and May 2024 and the full scope of the framework will then be defined. The tender should be released for bid applications in Summer 2024, and it is anticipated the framework will be live early 2025. ARCHITECTURE DESIGN SERVICES FRAMEWORK (ADS2) LHC Procurement Group is seeking interest from suitable architecture firms for our Architecture Design Services framework (ADS2). This Framework is the successor to our popular Architecture Design Services frameworks (ADS1 & ADS1.1) and will be for the architectural design services for public sector buildings across London. The framework will be used to provide a diverse, highly talented, supply chain of practices to deliver architecture services for public sector organisations with the aim of delivering architectural designs that meet the needs of all communities across London. LHCPG intend to carry out engagement with interested parties in due course to discuss our initial proposals, timescales for the tender and gain feedback before finalising the framework and issuing the tender later this year. The tender will be released for bid applications in autumn 2024, and it is anticipated the new framework will be live in spring 2025.
