Please refer to attached RFI document. Regarding estimated value (shown as nominal GBP 1 within this PIN notice) estimated costs have not yet been established and will be established through RFI responses and wider market engagement. Estimated costs will be made available in a subsequent Contract Notice prior to any procurement process. The threats faced by London are evolving and have changed dramatically since key elements of the MPS Command and Control Solution were introduced over 30 years ago. The Metropolitan Police Service (MPS) is therefore developing an Outline Business Case (OBC) exploring the implementation of a new Command and Control Solution. In the event that the OBC is approved the MPS will seek to procure a new solution. Any new solution will be expected to support the MPS in achieving a number of key benefits for the MPS and the public such as: — Enabling the new MPS Operating model via new technology. — Enabling service delivery and driving business change. — Supporting the transformation to an agile, efficient and effective service by 2020. — Supporting the public to make contact shifting demand from traditional telephony to online. — To provide capability to meet future demand and Performance requirements. — Aligning resources to demand and risk. The MPS is exploring different ways of procuring the services required to develop and deliver a Command and Control Solution and wishes to discuss these with the market. The preferred route to market will be confirmed within an Outline Business Case submitted to MOPAC in early-mid 2018 and a decision to procure will be subject to MOPAC approval. The MPS anticipate suppliers with existing COTS C&C products and solutions (covering some or all of the capabilities outlined below) will be interested in this potential opportunity. The services that would make up the solution would include (but not be limited to) the design, build, configuration, integration, testing and deployment of scalable IT systems, including all custom and commercial-off-the-shelf (COTS) software, the provision of physical infrastructure and business change support. We are issuing a request for information to the market in order to seek advice, guidance, and feedback on the following points: — Supporting the development of the requirements prior to review of the OBC and a decision whether to enter into a procurement process; — Informing the MPS of the feasibility of the requirements and the potential risks. — Supporting the development of Rough Order of Magnitude costs (to be confirmed in a Contract Notice prior to procurement). — Support the development of the OBC (including the Commercial and Procurement Strategy). Responses to the RFI will supplement the existing market evaluation that the MPS has already carried out. The RFI will be a non-binding and non-selective exercise designed to inform the MPS and help procure the right solution for its needs. Suppliers will not be scored or precluded from participating in any procurement process based on their responses and all responses will be treated as commercially confidential and will not be published or shared outside of the MPS Optimising Response Programme Team.
