This Prior Information Notice (PIN) is intended to notify the market of the Market Engagement event only. This PIN is NOT a call for competition. NHS Mid and South Essex Integrated Care Board (herein 'the Authority') invites interested Providers to attend this market engagement session pertaining to the re-opening of the 'Framework Agreement for Contracts', previously referred to as the PDPS for Voluntary Sector and SME Specialist Contracts Framework. This engagement session that will be held via Microsoft Webinar on Thursday 27th February 2025 1:00pm – 2:00pm. Following on from the initial opening of the Framework Arrangement as advertised on the 04th December 2023, this market engagement event will offer an opportunity to engage with stakeholders and for prospective providers to learn more about the Framework and the re-opening of this second tranche. The procurement process and timetable will also be shared. The event will aim to cover: 1. How contracts and grants are managed by the ICB, and how this Framework is aimed at contract arrangements only. 2. Information and background of NHS MSE ICB, our Alliances and commissioning intentions, particularly in relation to local initiatives, SMEs and VCSO working. 3. Why this framework was created last year, with detail of the legal and procurement overview. 4. What this framework aims to achieve and detail as to how the framework works. 5. The requirements for all organisations, whether NHS, private or third sector, that must be met in order to hold any contracts with NHS MSE ICB (and any NHS organisation more broadly). 6. Details pertaining to the Framework Arrangement re-opening, including timelines and process. The Commissioners will share an overview of the Framework Arrangement and will hold a Q&A session at the end of the presentation. PLEASE NOTE: the webinar/market engagement event will be recorded, and the recording will be made available via the e-procurement portal to all interested providers. The Commissioners will enable mics and videos of attendees to take questions in real-time, therefore, if you wish to ask a question during the event, you will be recorded and agree to have your question/image captured and shared on the recording. In such circumstances, and in any event, the Authority and/or its advisors shall not be liable for any costs or loss of expenses whatsoever incurred by any organisation, agent or subsidiary that may have contributed to any proposals submitted to this notice. Any and all information/documents are draft and subject to change. Under no circumstances should providers approach the Authority directly in relation to the service. The service that this market engagement relates is within scope of the Provider Selection Regime (PSR). The Authority is bound only by the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contract Regulations 2015 do not apply.
