OXLEVI - EV Charging Infrastructure

This is a joint procurement led by Oxfordshire County Council (OCC) on behalf of Oxfordshire County Council, Oxford City Council (OxCity), Cherwell District Council (CDC), West Oxfordshire District Council (WODC), South Oxfordshire District Council (SODC) and Vale of White Horse District Council (VOWH). Our key shared objective is to provide a comprehensive public electric vehicle charging network across Oxfordshire, utilising Local EV Infrastructure (LEVI) grant funding to ensure that the network provides access to easy to use, reliable and affordable EV charging to the estimated 28% (86,000) households in Oxfordshire who currently have no ability to install a home charger due to e.g. lack of private off-street parking. Lot 1: Highways/roadside charging zones and on-street car parks Highways/roadside charging zones and on-street car parks; Oxfordshire County Council (OCC) controlled off-street car parks such as libraries and community buildings; OCC controlled Park and Rides (with the expectation that these will be fully funded by CPO investment); “Community Microhub” sites, which are third-party sites owned/managed by non-profit-making organisations such as Town and Parish Councils, community organisations and charities that apply to benefit from this Concession Contract via the ‘Community Microhub Scheme’ and enter into a Cluster Member Agreement with the Concessionaire and the Authority (Note: OCC has already received expressions of interest for over 150 sites in this scheme and intend to deliver at least 100 sites during the first two years of this contract; utilising in most cases the existing energy supply from the building). This contract will benefit from up to £2,600,000 of LEVI grant funding (indicative), plus £400,000 GULO funding (the latter specifically to deliver c.140 additional on-street chargers within the city of Oxford). The absolute minimum number of Lower Power Chargers to be installed in each area under the Lot 1 contract are as follows: · A minimum of 206 Sockets across sites within Oxford City (including 140 specifically to be delivered at roadside using Go Ultra Low Oxford funding · A minimum of 96 Sockets across sites within Cherwell · A minimum of 71 Sockets across sites within West Oxfordshire · A minimum of 218 Sockets across sites within South Oxfordshire · A minimum of 153 Sockets across sites within Vale of White Horse This contract also includes the immediate adoption of an existing estate of on-street public charging locations in Oxford – details at Appendix 3c. Lot 2: City and District Council controlled car parks City and District Council controlled car parks (Pay and Display car parks, amenity car parks such as leisure centres, community centres, parks etc); Other Council controlled off-street parking estate in residential areas such as Housing Residential Areas (HRA). Subject to the requirements and instruction of the Lot 2 Contracting Authority, potentially third-party sites that enter into a Cluster Member Agreement with the Concessionaire and the Authority in later years/future deployment rounds. This contract will benefit from up to £1,000,000 of LEVI grant funding (indicative) which will be paid to the Concessionaire directly from Oxfordshire Council as the holder of the LEVI funding. The absolute minimum number of lower power chargers to be installed in each area under the Lot 2 contract are as follows: · A minimum of 80 Sockets across Oxford City Council owned/managed car parks within Oxford City · A minimum of 134 Sockets across Cherwell District Council owned/managed car parks within Cherwell · A minimum of 108 Sockets across West Oxfordshire District Council owned/managed car parks within West Oxfordshire · A minimum of 58 Sockets across South Oxfordshire District Council owned/managed car parks within South Oxfordshire · A minimum of 58 Sockets across Vale of White Horse District Council owned/managed car parks within Vale of White Horse
