Description

Site clearance and removal of vegetation, topsoil and hardstanding Ground remediation as necessary, of the localised soils and groundwater’s. Removal of relic structures construction of a deep berth extension of the ash barge dock to allow vessels with a draft of up to 9,0 m to use the berth formation of a new piled quay wall on land, excavating existing soils between the new wall and existing wall and breaking out existing relic structures and finally removing the existing quay wall. Dredging with suitable batters formed between the dredge pockets and the tidal basin and a 10 m wide open quay structure formed at the rear of the existing dock using tubular steel piles. Construction of a new open quay structure to the landward end of the existing ash barge dock. The Contracting Authority is seeking to appoint a Principal Contractor to work with in order to deliver the design and construction of Northumberland Energy Park – Phase 1 (“the scheme”). The works will be procured on a design and construct basis utilising the FIDIC plant and design form of contract, with specific amendments made to the standard clauses, of which further information will be provided within the procurement documentation. The first stage of the procurement will consist of a Selection Questionnaire (SQ) being issued to and subsequently completed and submitted by potential bidders. The SQ is the Crown Commercial Service standard SQ which will be marked by an assessment panel on a pass/fail basis with the exception of Section 6 which is a technical and professional ability section with this being merit scored. Details of the evaluation process will be as stated in the procurement documents with a maximum of 4No. bidders moving to the second stage. The second stage of procurement will be a competitive procedure with negotiation with the top 4 scoring bidders from the SQ process evaluation being invited to the Invitation to Negotiate (ITN) stage. Bidders at this stage will be required to submit a tender that will be evaluated in order to ascertain a preferred bidder. The ITN will be assessed on the basis of a 60 % quality and 40 % price weighting.
