Description

The design and build refurbishment to rehabilitate the inner section of Port of Swansea West Pier and adjacent land. The principal purpose of the scheme is to build a new wall (seaward of the existing timer structure) to stabilise the inner pier, thereby removing the dangers that the existing timber structure presents and ensuring the retention of the material behind. The tender document will include a schedule of works (prepared by the Client), which will be based on the concept design; this document will form the basis of the contractors tender. Tendering contractors will be required to price the schedule of works on a fixed priced basis. At the time of submitting his tender, the contractor will be required to identify all elements that he considers can only be priced on a provisional basis, (given the limitations of the concept design and surveys upon which the design is based). Tendering contractors will be required to submit a draft construction programme at the time of tender; the tender will not be based on a client ‘stated programme period’; the tendering contractors will be required to confirm their respective programme requirements which will be influenced by their own individual methodology, availability of resources and the imposed constraints. Tenders will be evaluated to identify the ‘Preferred Contractor’; the preferred contractor will then be appointed to the *first stage under the negotiated procedure, which is anticipated to span 7 calendar weeks to complete. Activities during the first stage anticipated to in include: — contractor to carry out further surveys necessary — contractor to amend/complete detailed design — contractor to firm up any provisional cost elements included in the tender to arrive at a fixed contract sum — contractor to update draft tender programme and submit construction programme for acceptance; contractor and client team to carry out workshop/risk review to help ensure all constraints influencing programme have been considered and provided for. *Note: as part of the tender, the contractor will be required to identify his first stage costs. At the end of the first stage, on the assumption that the contract sum is in line with the available funding, the contractor will receive award of the contract in full.
