NYP have identified the need for a fully licensed dog kennelling provider (under the Boarding Establishment Act 1963) who can potentially collect and transport banned breeds, dangerous and seized dogs within the county of North Yorkshire in a safe and secure manner within a 2 hours timeframe following a call-out. This service will be required on a 24/7/365(6) days a year basis and must include secure kennels and associated welfare requirements for the dogs. The requirement is for a minimum of 8 kennels, although this figure is estimated and is not a guarantee of future business. The kennels must be no more than 50 miles and within 2 hours’ drive from the City of York to ensure the efficient use of operational police time when officers attend the kennels. The intention of this Prior Information Notice is to assess the market for any interested parties who can deliver this service. Lot 1: North Yorkshire Police (NYP) have identified the need for a fully licensed dog kennelling provider (under the Boarding Establishment Act 1963) who can potentially collect and transport banned breeds, dangerous and seized dogs within the county of North Yorkshire in a safe and secure manner within a 2 hours timeframe following a call-out. Once collected, the provision of secure kennelling for the dogs will be required for a period as determined by the Force. This service will be required on a 24, 7, 365(6) days a year basis and must include the associated welfare requirements for the dogs. It is anticipated that there will be an ongoing requirement of a minimum of 8 kennels, although this figure is estimated and is not a guarantee of future business. The location of the kennels must be no more than 50 miles and within 2 hours’ drive from the City of York to ensure the efficient use of operational police time when officers attend the kennels. NYP have an obligation to ensure the safety of members of the public and the welfare of seized dogs in accordance with the Dangerous Dogs Act 1991 (as amended 1997) and other legislation including the Animal Welfare Act 2006, the Hunting Act, Dog Act 1871, and offences against wildlife. This is only achievable by a long-term working relationship with a service provider, hence it is anticipated that a contract will be awarded for a period of 4 years as a minimum. As this service can be difficult to manage and maintain, clear working agreements will be put in place for both the Service Provider and the Force, plus there will be regular correspondence between both parties regarding the dogs kennelled prior to them being returned, rehomed or put to sleep. The intention of this Prior Information Notice is to seek interest from any interested parties who can deliver this service.
