Supplier Market Engagement for England Ecosystem Survey: Vegetation & Landscape<br/><br/>This Prior Information Notice is being issued to undertake a market consultation exercise relating to the England Ecosystem Survey a key element in the of the NCEA programme. Lot 1: NCEA is a transformative programme to understand the extent, condition and change over time of environmental assets across England's land and water environments, supporting the government’s ambition to improve the environment within a generation.  <br/><br/>England Ecosystem Survey<br/><br/>A key element of the NCEA programme is the England Ecosystem Survey (EES) The aim of the EES is to get a true understanding of the condition of England’s terrestrial environment and natural capital assets. The survey will collect data on attributes of extent condition and connectivity relating to habitats, vegetation and landscape features and landscape character, as well as soil physical and chemical properties and soil and water biota eDNA. Change will be assessed through repeat surveys on a five-year cycle.<br/><br/>The basic survey unit is a 1km2 area based on Ordnance Survey National Grid squares, or monads, with new samples selected each year. The baseline sample will be established over the first five-year period.<br/><br/>The first full field surveys took place in 2023-24, with a ramping up of scale during 2024-25. We are now planning for the third year of survey delivery.<br/><br/>This Prior Information Notice is being issued to undertake a market consultation exercise with regards to the current view of requirements detailed above.<br/>The supplier engagement session shall be held on the afternoon of Wednesday, 16th October 2024 from15:00 - 16:30 via Microsoft Teams. Defra may consider the information and responses received as part of the preliminary market consultation to help inform the the specification and further decision making in relation to the planning and conduct of the procurement, ensuring all valid options are considered.<br/><br/>For the avoidance of doubt, this notice is not a Call for Competition. Not registering an interest to attend this event shall not prevent any supplier participating in a future procurement.<br/>Supplier Market Engagement Event for Provision of Satellite Surveillance Services to Marine Management Organisation<br/><br/>The Marine Management Organisation (MMO) would like to invite Suppliers to attend an online ‘Market Engagement Event’ via MS Teams for a MMO presentation on its work in supporting and assisting various countries and UK overseas territories in combatting illegal, unidentified and unregulated (IUU) fishing.<br/><br/>Following this market engagement event MMO will open an invite to all Suppliers to suggest solutions on how to meet this requirement so that MMO is better informed of market capabilities and possible alternatives to satellite supported data.<br/><br/>The Market Engagement Event shall be held on the morning Tuesday 30 January 2024 from 11.00 to 12.00 Greenwich Mean Time (GMT). MS Teams invite link will be sent after registration requests have been received.<br/><br/><br/>To register on the Market Engagement Event please send Company Name, Contact Details and Email address to:<br/><br/>Alan.Green@Defra.Gov.uk cc’d to<br/><br/>Andrew.McCabe@marinemanagement.org.uk<br/><br/>No later than Noon (GMT) 25 January 2024.<br/><br/><br/>Suppliers will have two weeks to send a written solution with a submission deadline of Noon (GMT) 12 February 2024. Submissions to be sent to above email addresses and must be on no more than 15 pages of A4 using Arial font 11.<br/><br/>Please note that registration at the event does not count as registration for the full procurement process, which will be separately advertised in first week of March 2024 via Find a Tender and Contract Finder websites. Interested Suppliers will need to respond to this when advertised, whether or not they attend the Market Engagement Event itself.<br/><br/>It is proposed that the Competitive Procedure with Negotiation shall be used for the tender exercise. MMO/Defra reserve the right not to exercise the negotiation option if necessary.<br/><br/>The contract is planned to start with effect from 1 August 2024. Though there will be a minimum two-week handover period prior to that date, if required.<br/><br/>The contract will be offered for a two-year period with the possibility of extension for another 3 x 12-month periods.<br/><br/>It is proposed that the contract will work on a call-off basis and will be on Department for Environment, Food and Rural affairs standard contract terms and conditions.<br/><br/><br/>At present this requirement is met by a service reliant on a satellite derived data solution.
