His Majesty's Government (HMG), has a potential requirement for the provision of Full Operational Services (FOS) to support the delivery of the UK Pavilion (UKP) at Expo 2025 Osaka. Expo 2025 ("Expo") will be taking place in Osaka, Japan. Expo will run from 13th April 2025 to 13th October 2025. This Expo is a World Expo, which is a global gathering of nations dedicated to finding solutions to pressing challenges of our time by offering a journey inside a universal theme through engaging and immersive activities. The overarching theme of Expo 2025 is "Designing Future Society for Our Lives". Expo will welcome visitors from all over the world, allowing countries to build extraordinary pavilions and transform the host city for years to come. HMG wishes to appoint a supplier to bring together a range of different services necessary for successful operation of UKP, including event management, retail, restaurant and bar provision and all the associated specialist and general supporting staffing and services.  Full operational services (FOS) will be fundamental in achieving a world class visitor experience. The restaurant, bar, events and retail offer look & feel should enhance the visitor experience and be complimentary to our overall theme and message of showcasing the best of British/UK themed items. HMG is targeting March 2024 for the publication of the Contract Notice (this is subject to change). The estimated total value of this requirement is £7,000,000 (Incl. VAT) (est. £5,833,333.33 (excl.VAT)) This competition offers the awarded supplier the chance to be an integral part of the UK's contribution to 'Designing Future Society for Our Lives' at Expo 2025 Osaka. The UK's overarching objectives at Expo 2025 Osaka are to: 1. Strengthen the UK's bilateral relationship with Japan; and 2. Positively influence perceptions of the UK in Japan by: o Delivering an impactful and engaging visitor experience o Provide a distinct 'British' experience (demonstrating both UK heritage and modernity) o Promoting the UK as a leader in sustainability and innovation The UK is focusing on how we collaborate with the world to save lives - human, wildlife and planet. We will share the stories of the people and places that make our country unique - from bold breakthroughs and twists on tradition, to the fresh perspectives that challenge convention and stimulate progress. This Future Opportunity Notice is issued solely for the purpose of alerting the market to a potential upcoming procurement and it is not a Contract Notice or a commitment to buy. All information contained in this notice is subject to change. Additional information: HMG is looking to procure the services of one supplier or consortium with use of their supply chain e.g. sub-contractors to help bring together a range of different services necessary for successful operation of the UK Pavilion (UKP)UKP. The following services make up the overall 'Full Operational Services' required for the UK Pavilion: 1. Events Management. - A full end to end events management service (including catering) for the variety of events which will take place at UKP. 2. 2. Retail Services. A retail offering located in the giftshop which enhances the visitor experience and complements the theme of the UKP. 3. Restaurant and Bar Services. The UKP will have a food and beverage offering, through the provision of a welcoming restaurant and bar that will enhance the visitor experience and be complementary to the overall theme of the Pavilion. 4. General staffing and Supporting Services. A variety of front of house and back of house staffing roles are required to ensure the smooth running and operation of the UKP. HMG is targeting March 2024 for the publication of the Contract Notice. At current, it is anticipated that this requirement will be procured through a Open Procedure (1-Stage) Procurement (Regulation 27 of the PCR 2015).
