The London Borough of Brent (LBB) is issuing a Prior Information Notice for a District Heat Network in South Kilburn. The Council is intending to procure a design, build, operate and maintain contractor. The network will include the supply of heat to a mixture of council owned, private and public customers. The network is primarily residential (both social and private housing) with some non-residential (both public sector and private sector). Lot 1: The London Borough of Brent (LBB) is issuing a Prior Information Notice for a District Heat Network in South Kilburn. The Council is intending to procure a design, build, operate and maintain contractor. The network will include the supply of heat to a mixture of council owned, private and public customers. The network is primarily residential (both social and private housing) with some non-residential (both public sector and private sector). Tenders will be published on the London Tenders Portal (also known as Pro Contract) and potential suppliers that are interested in tendering are encouraged to register (free of charge) at: https://procontract.due-north.com/Login Due to external factors, there is no guarantee that this planned procurement won’t be delayed. The values estimated are assumption based on a number of factors. This may be subject to change as the procurement progresses. The heat network is expected to involve the supply of heat to the Council and other off-takers following the installation of air source heat pumps (ASHP), and peak and reserve gas boilers within an energy centre located in an existing building where it is planned that heat pump evaporators will be located. The heat network will build out across four phases. The first phase of the network is expected to involve the installation of 1,200 kW of ASHP (3 x 400 kW ASHP) by 2025, with an additional 400 kW of ASHP being added in each of the three subsequent phases – Phase 2 (2026), Phase 3 (2028) and Phase 4 (2030), bringing total installed capacity of ASHP to 2,400 kW by 2030. The completed phase 4 district network will supply 34 sites with low carbon heat via a 2.79 km pipe network. The total annual heat demand to be supplied by the network is expected to be 20.6 GWh. The proposed scheme is expected to have completed detailed feasibility stage by April 2023. Between January and April, Brent Council will be actively developing the procurement documentation for a Competitive Dialogue Procurement. Brent Council would like to invite contractors for a site visit of the project. This will be a presentation at the South Kilburn Estate Regeneration Site Office, followed by a tour of the site and its energy centre on Monday 6th March from 10:00-13:00. Please note that this notice does not commit the Council to any future competition or award. Participation in this soft market engagement will not prejudice suppliers in any future procurement. Service providers interested in attending must register their interest by submitting a completed ‘interest’ form and Questionnaire on the online portal no later than 17:00pm on Monday 27th February, 2023. The Interest Form, Questionnaire and briefing will be published by 22nd February 2023. Brent Council welcomes contractors for a focussed session of up to one hour on Monday 13th March 2023 between the hours in the table below. The focussed session will offer an opportunity for each contractor to answer a set of questions, which will be circulated to all prior to this date. Service providers interested in attending, must register their interest by submitting a completed ‘Interest’ form on the online portal no later than 17:00pm on Monday 27th February, 2023. 13th March, 2023 Between 9:30-17:00 Additional information: The South Kilburn district heating network has potential for expansion beyond the 4 phases. The detailed feasibility concept design has investigated how the heat could be generated from a Waste Water Source Heat Pump to supply this potential expansion
