Kent County Council (the Council) is the largest local authority in England covering an area of 3,500 square kilometres. It has an annual expenditure of over £1bn on goods and services and a population of 1.6m. The Council provides a wide range of personal and strategic services on behalf of its residents, operating in partnership with the NHS Kent and Medway Clinical Commissioning Group, 12 district councils, and 289 parish/town councils. The Council consists of four directorates: • Adult Social Core and Health • Children, Young People and Education • Growth, Environment and Transport • Strategic and Corporate Services This service is being commissioned on behalf of the Growth, Environment and Transport directorate. Folkestone and Hythe District Council (FHDC) secured Levelling Up Fund Round 2 funding of £19.8m to deliver the scheme which would be matched by £2.2m from FHDC. KCC are acting as delivery partner to deliver the transport and public realm aspects of the scheme The “Folkestone – A Brighter Future” scheme seeks to ‘level up’ Folkestone’s town centre by supporting active travel, creating a high-quality environment that supports civic pride and reverses years of disparity in investment by transforming the fortunes of the towns primary retail areas. The requirement of this contract of works is to design and manufacture the superstructure of a pedestrian footbridge to connect Guildhall Street North to Shellons Street. A footbridge is proposed to link Guildhall Street North and Shellons Street more-directly near the location of its pedestrian crossing, to re-establish the link which was severed by the construction of the A2033 link (Foresters Way and Shellons Street).
