This is a Prior Information Notice (PIN) to provide awareness of an upcoming framework tender for Retrofit, Decarbonisation and Energy Efficiency works. The Retrofit and Decarbonisation Framework Works Framework N9 (working title) will be the successor to LHC's successful Energy Efficiency Framework (N8). The new framework will be designed to support clients with delivering a range of retrofit and decarbonisation measures on their journey to achieving net zero targets. This opportunity has been listed on behalf of LHC Procurement Group (LHC) and our regional entities: Welsh Procurement Alliance (WPA) Scottish Procurement Alliance (SPA) Consortium Procurement Construction (CPC) LHC London and South East (LSE) South-West Procurement Alliance (SWPA) The full scope of this framework will be defined following engagement with clients and interested parties as part of LHC's market engagement activities, however this framework will allow for works to be carried out in both residential and non-residential buildings including: Workstream 1 Building Insulation & Performance (Passive) Workstream 2 Heating Systems Workstream 3 Control and Management Systems Workstream 4 Solar PV & Electrical Workstream 5 Servicing & Maintenance of Renewable Systems Workstream 6 Retrofit and Decarbonisation Multi-Disciplinary Works Workstream 7 Retrofit and Decarbonisation Consultancy Services The initial proposed lots under these workstreams have been listed in this notice, however these will be refined and finalised following the pre-tender engagement process so may change and be different when the contract notice is released in due course. LHC will be carrying out a series of pre-tender engagement events both online and in person. Lot 1: Internal Insulation This lot is proposed to encompass installation of all internal elements of insulation, including internal wall, pipe and floor insulation. Lot 4: External Insulation - Project Band 1 - up to 11m This lot covers installation of external wall insulation for low-rise to medium-rise properties. Lot 5: External Insulation / Rainscreen Cladding - Project Band 2 - 11m or Higher This lot covers installation of external insulation/rain screen cladding works for properties of 11m or higher. Lot 6: Building Ventilation Solutions - Minor Works - 0 - 250K GBP This lot covers installation of ventilation systems such as MVHR systems or alternative solutions for minor works projects up to 250K GBP. Lot 7: Building Ventilation Solutions - Major Works - 250K GBP+ This lot covers ventilation systems such as MVHR systems or alternative solutions for major works projects over 250K GBP. Lot 8: Domestic Boiler Based Heating Systems - Minor Works - 0 - 750K GBP This lot has been created to cover installation of current domestic boiler based heating systems (such as gas, oil, biomass) and potential future boiler / combustion based technologies covering minor works up to 750K GBP. Lot 9: Domestic Boiler Based Heating Systems - Major Works - 750K GBP+ This lot has been created to cover installation of current domestic boiler based heating systems (such as gas, oil, biomass) and potential future boiler / combustion based technologies covering major works over 750K GBP. Lot 10: Commercial Non-Domestic Heating Systems / Non-Domestic Boiler Based Heating Systems This lot will be for installation of commercial-based systems such as ground source heat pumps. Lot 11: Domestic Renewables /Air Source Based Heating Systems - Minor Works - 0 - 750K GBP This lot will cover installation of air based heating systems with a focus on air source heat pumps due to the current demand within the market. It will also allow for new emerging technologies within air to water or gas absorption combined with the emerging hybrid market. This lot is for minor works up to 750K GBP. Lot 12: Domestic Renewables /Air Source Based Heating Systems - Major Works - 750K GBP+ This lot will cover installation of air based heating systems with a focus on air source heat pumps due to the current demand within the market. It will also allow for new emerging technologies within air to water or gas absorption combined with the emerging hybrid market. This lot is for major works over 750K GBP. Lot 14: District/Network Heating This will cover installation of all district/network heating systems from small scale blocks to large scale estates. This lot will also include HIUs focused for district heating systems. Lot 15: Electrical Heating This lot has been designed to include installation of all electrical heating systems ranging from storage heating to more modern units such as quantum heating systems and also encompass new technologies such as infrared heating. Lot 16: Building Management Systems This lot is designed to encompass installation of all BMS and BAS systems and will include coverage of areas such as air conditioning, ventilation, lighting and hydraulics. Lot 17: Individual Metering This lot allows for the installation of individual dwelling meters within communal buildings. Lot 18: Solar PV and Battery Storage This lot covers installation of both solar PV installation and battery storage systems either on their own or combined. Lot 20: Servicing & Maintenance of Air Source Heat Pumps This lot will allow specialists to supply maintenance and servicing options for air source heat pumps. Lot 22: Servicing & Maintenance of Ventilation Systems This lot will cover the maintenance and servicing in particular of MVHR and alternative ventilation systems. Potential bidders would need to be able to provide all specialisms either directly or via sub-contractors. This lot will cater for 'small works' to be further explored within PTE. Lot 27: Energy Policy & Strategy Development Consultancy This lot will allow for consultancy services to be provided to assist organisations to develop a long term energy policy or strategy for development that will encompass the works within this framework. Lot 28: Grant Funding Support This lot is designed for consultants to assist organisations in accessing and managing funding opportunities, from the early planning stages through to reporting requirements and potential future retention funding. Lot 29: Management Agent This lot provides access to consultancies capable of offering full management of retrofit and decarbonisation works for an organisation. Full scope is to be determined through the pre-tender engagement but it is anticipated the consultant would be able to support the client in the application and management of grant funding, procurement activities and and subsequent delivery of the works. Lot 30: PAS 2035 This lot is dedicated to all roles covering the PAS 2035 standard, which is primarily focused on retrofitting of domestic properties. The minimum criteria currently proposed for this lot is that bidders must have accreditation for both the Retrofit Coordinator and Retrofit Assessor roles. Lot 31: PAS 2038 This lot is dedicated to all roles covering the PAS 2038 standard, which is for non domestic/commercial properties. Those qualified to PAS 2038 are specifically trained to handle the unique challenges and requirements of commercial retrofitting. The minimum criteria currently proposed for this lot is that bidders must have accreditation for both the Lead Professional and Lead Assessor roles.
