The Police Service of Northern Ireland (PSNI) is currently preparing to initiate a procurement process to establish a contract with a Supplier to provide an integrated in-vehicle technology solution that can facilitate a range of GPS, telematics, audio, video, and Automatic Number Plate Recognition (ANPR) capabilities. Before launching a procurement procedure, PSNI and Construction and Procurement Delivery (CPD) are conducting a Pre-Market Engagement Exercise (PME) with a view to informing the procurement and economic operators (i.e. “warm the market”) to the opportunity of future procurement requirements. This exercise is designed to seek advice/information from organisations who may wish to tender via the procurement process. This project will involve: • The supply of relevant hardware to be installed in PSNI vehicles to facilitate and relay captured data; • The provision of new software, if appropriate, in order to process, store, present, and analyse data; • Integration with existing applications to improve in-vehicle technology standardisation and enhance the use of shared resources with other critical PSNI line of business systems. The core requirement is the provision of a common computing platform within all PSNI vehicles that can provide live-time GPS and telematics information into the PSNI network and relevant PSNI applications. There is also an additional requirement to then “add on” to this computing platform specialist capabilities such as audio, video and ANPR for a limited number of PSNI vehicles. Essentially PSNI are looking for: • The installation of a single computing platform within each vehicle to provide live-time GPS and vehicle telematics information; • For additional capabilities such as audio, video, and ANPR to be able to “plug and play” with this platform to ensure space optimisation, shared resources and vehicle standardisation; • New software and/or integration with existing software in order to present captured data. The objectives of this PME exercise are to: • Gain initial supplier awareness, engagement and opinion; • Provide confidence around viability of concept; • Gain insight into the market possibilities and potential innovative solutions; • Understand risks and issues not previously considered; • Inform the Outline Business Case (OBC); • Inform the Procurement Strategy; and • Prevent PSNI from advertising an unachievable project on etendersNI and in the UK Find a tender Service (depending on procurement route). Interested parties are requested to complete the questionnaire within the CFT documents area and return it via eTendersNI by 3.00pm on Thursday 25 March 2021. Any requests for clarification relating to this exercise must be communicated using the secure messaging function on the eTendersNI portal. Responses to requests for clarification will be communicated by CPD to all interested suppliers through the eTendersNI messaging system. Your completed questionnaire should be uploaded within the eTendersNI portal via the relevant Call for Tender (CFT) clarifications messaging function.
