You are invited to respond to a Request for Information (RFI) regarding Highlands and Islands Airports Ltd’s (HIAL) requirement for a primary and secondary surveillance capability (including wind farm mitigation) at Inverness Airport. This requirement relates to immediate needs at Inverness Airport as described in Part A of the attached (RFI). Future requirements for other HIAL airports are described in Part B of the RFI. The PSR/SSR at Inverness Airport were installed in 2008 and elements are now obsolete. HIAL therefore requires a replacement solution for primary and secondary surveillance at Inverness Airport to be procured in the near future. Currently there are several wind farms proposed in the vicinity of Inverness Airport at various stages of development, which have the potential to impact adversely on the Airport’s PSR. HIAL and the Scottish Government both have strategic aims towards environmental management, which includes supporting renewable energy. To remove planning objections founded on potential impact to the Airport’s PSR, HIAL is considering procurement of technical solutions successfully implemented at other airports. The demand for a radar mitigation solution is immediate and therefore HIAL plan to procure a technical solution in the financial year 2020/21. HIAL intends to introduce surveillance at a number of air traffic control airports within the group. These are described in more detail in Part B of the attached request for information (RFI). HIAL has a requirement for the provision of surveillance data to the combined surveillance centre (‘CSC’) to be established in Inverness to deliver remote aerodrome and approach radar services to each of Dundee, Kirkwall (together with Wick John O' Groats), Inverness, Stornoway and Sumburgh Airports. HIAL will carry out a phased introduction/implementation of surveillance solutions. At this time, HIAL is investigating the feasibility of a number of options for providing surveillance data, including the purchase of radar equipment (primary/secondary/WAM/ADSB) and/or the provision of a radar data feed as a service. HIAL may purchase a surveillance data processor together with, or separately from the solution for each airport. Windfarm mitigation capability will also be required. HIAL may purchase a combination of technologies or solutions depending on the specific requirements of each site. The future contract(s) may include the upgrade or replacement of existing radar data sources at Sumburgh.
