Pre-market engagement Pre-tender market engagement was completed with a small number of service providers to assess the feasibility and suitability of suppliers across the market. The initial findings indicated that there are a number of potential suppliers who would be able to provide the service the British Business Bank require as part of the outsourced element of the development team. Work done so far BBB has sought all necessary approvals and conducted pre market engagement to ensure our specifications are suitably detailed and fit for purpose. We are seeking to enter into a contract with the winning bidder of this procurement exercise. Which phase the project is in Live Existing team There will be an agile development team comprising of a Development Team Lead, 2 x Developers, a Product Owner, a Solution Architect, and 2 x Testers. Whilst it is the intention of BBB not to change this requirement, this may adjust based on operational needs and demands. For avoidance of doubt, Bank policy dictates working hours between 9am - 5:30pm (BST/GMT) Monday to Friday. There will be a requirement for the developers working as part of this arrangement to attend the Bank's office as required to participate in workshops and/or any other initiative the Buyer requests to support the delivery of the contracted scope of work. Under the terms of the legal agreement, accredited Delivery Partners must submit facility level data into the portal on a periodic basis to allow the Bank to track contingent liability (exposure) of the portfolio on behalf of our shareholder, DBT. Delivery Partner - Financial instiutions, such as Banks & FinTechs, which are accredited to provide finance to SMEs under our Schemes. As a wholesaler, the Bank operates through the existing financial ecosystem of lenders administrating products that increase the supply, diversity and regionality of finance for UK SMEs. The Guarantee & Wholesale team provide multiple products through three product 'rails'. These are Direct Guarantees, Structured Guarantees and Wholesale Funding. The Direct Guarantee products are operationally managed by the Guarantee Operations team through an integrated technology stack with a bespoke application acting as the system of record for all loans. The remit of the team is expected to expand in 2025 to incorporate all banking operations across the business meaning a significant opportunity for growth. The Bank require a strategic technology partner to provide Ruby on Rails development resources to support continuous delivery of new features in the bespoke, client facing, business critical web application. Delivery will support operationalisation of debt and guarantee products for the UK SME market in addition to supporting the management of a portfolio back book containing approximately 1 million loans equating to £26 billion of exposure for HMG. The supplier will provide 2 x Ruby on Rails developers on a full time basis to augment an internal delivery team. Objectives and goals include: 1) Implementation of new products and schemes in the application. 2) Implementation of new features to support portfolio management and administration. 3) Build, develop and maintain application API suite. 4) Provide 1st, 2nd and 3rd line application support. 5) Remediate bugs and issues with prescribed SLAs. 6) Engage in agile delivery sprint ceremonies to support implementation. 7) Provide challenge and innovations pertaining to ways of working, implementation and best practices. Where the supplied staff will work No specific location (for example they can work remotely) Who the organisation using the products or services is British Business Bank Why the work is being done The Guarantee and Wholesale Solutions Team within the British Business Bank is responsible for the development of new financial products to support SMEs via Delivery Partners. The Guarantees Portal application is required to track exposure, understand our portfolio and risk, facilitate payments and our regulatory reporting requirements of these products. Along with the development of new products and features in the technology, the continuous improvements and maintenance of the web app is fundamental to our delivery of new products and portfolio administration of our back book. The business problem you need to solve British Business Bank has a substantial backlog of features that must be delivered into the Guarantees Portal to support new product delivery and portfolio administration of the back book. Furthermore, the Bank must look at solutions to modernise our application landscape by adopting the appropriate programming languages, ways of working and tools to future proof the business and ensure our application is robust, scalable, secure and user friendly. The Bank requires a small team of developers to augment an internal team to continuously deliver and deploy new code into the application to help GWS meet our strategic objectives. The Bank expects the supplier to follow industry best practice in regard to implementation e.g. test driven development (TDD), agile methodologies, continuous delivery and cloud first architecture.
